His ascension to the post of Prime Minister was a bit of a surprise, since he was not a frontrunner and was neither from the Congress nor the BJP, predictably the two largest winners. However, since an alliance between them was out of the question, it was left to the Congress to throw its weight behind a number of regional parties and take control. The Janata Dal and Gowda emerged the biggest winners.

It is very clear to an unbiased reader that the Gonda carnage has started with a pre-meditated attack on the procession. Going by the original newspaper reports, some Janata Dal miscreants affiliated with Muslim party leaders were the aggressors, and the processionists were the victims. However, it is in the nature of aggression that the victims get the blame. Thus, a rapist will usually say that the girl had asked for it, that she had provoked him. Here too, it is not stated simply that the processionists were attacked. Rather, it is said in goonda-speak, approvingly broadcast by the secularist press, that the procession has provoked violence and caused riots.

Actually, when you have been in the country for a long time... whether it's an Indian kid going to live in California working in a software company or whether its me coming to live here as historian and writer; to a certain extent you become a part of the country, and to a certain extent you remain always the person you were with the set of circumstances, history or personal history. So, I don't think I can ever totally become Indian, but after twenty years I have certainly taken many of the Indian elements. In fact I am sitting talking to you right now in my cotton pajamas and at lunch time I will probably have dal and rice. In various ways I have taken on the life of Delhi; I think I am in the lucky position, in that I can talk to both worlds.
William Dalrymple (historian)
In 1988 his [Shekhar's] Janata Party merged with several other opposition parties to form the Janata Dal Party under the leadership of V.P. Singh, who subsequently became prime minister. After leading an internal rebellion against Singh, Shekhar broke with the Janata Dal Party on 5 November 1990, and quickly formed the Janata Dal–Socialist faction. With the support of Rajiv Gandhi's Congress (I) Party, he replaced Singh as India's prime minister on 10 November 1990, as head of a weak minority government. He resigned on 6 March 1991, after the Congress (I) Party withdrew its support, but he remained in office as a caretaker until national legislative elections could be held in May and June; he was eventually replaced by P. V. Narasimha Rao.
