It was on account of past depression, and in spite of present more encouraging conditions, that I have assembled an Agricultural Conference made up of those who are representative of this great industry in both its operating and economic sides. Everyone knows that the great need of the farmers is markets. The country is not suffering on the side of production. Almost the entire difficulty is on the side of distribution. This reaches back, of course, to unit costs and diversification, and many allied subjects. It is exceedingly intricate, for our domestic and foreign trade, transportation and banking, and in fact our entire economic system, are closely related to it. In time for action at this session, I hope to report to the Congress such legislative remedies as the conference may recommend. An appropriation should be made to defray their necessary expenses.

As the enemy have the advantage of a water transportation, and the spring is the most difficult part of the year for a land conveyance, it is most probable, if they have any designs upon this post, they will commence their operations before the grass season. Will it not be worth while, therefore, to form a small magazine of provision and forage, at or near Mr. Erskine's Iron Works, for the purpose of subsisting the army on their march to this place? And another considerable magazine of provision and forage at Chester or Warwick for the support of this army in whatever position it may take for the relief of this garrison? These magazines should be formed from the westward, in the winter season, when there is the least call for transportation, and the roads the most favorable for the purpose.

The message to my people is that I am concentrating on development work. I want to make Sri Lanka a hub for the development of knowledge, energy, commerce, naval transportation, and aviation. To achieve that, our people must stay together, rally round the government and achieve it – for the people. To the international community, my message is they must understand our position. We defeated terrorists, not freedom fighters. The whole world is facing this problem. So they must realise what we have achieved and help to develop the country, develop the North-East. They must help us not to widen the gap between the communities but to bring them closer. The past is past; you don't dig into the wounds. We must think positively, not negatively.
