The Belarusian failure therefore provides a useful test. Here we have an "ethnic group” which is the largest by far in the area in question. According to the Russian imperial census of 1897, more people spoke Belarusian in Vil'na province than all other languages combined. In Vil'na, Minsk, Grodno, Mogilev, and Vitebsk provinces, contiguous territories of historic Lithuania, speakers of Belarusian were three quarters of the population. In the twentieth century, this "ethnic group” did not become a modern nation. In combination with Lithuanian and Polish successes, this Belarusian failure helps us to perceive what national movements actually need.

For the Muslim, religion traditionally was not only universal but also central in the sense that it constituted the essential basis and focus of identity and loyalty. It was religion which distinguished those who belonged to the group and marked them off from those outside the group. A Muslim Iraqi would feel far closer bonds with a non-Iraqi Muslim than with a non-Muslim Iraqi. Muslims of different countries, speaking different languages, share the same memories of a common and sacred past, the same awareness of corporate identity, the same sense of a common predicament and destiny. It is not nation or country which, as in the West, forms the historic basis of identity, but the religio-political community, and the imported Western idea of ethnic and territorial nationhood remains, like secularism, alien and incompletely assimilated.

I think the idea of white privilege is absolutely reprehensible. And it's not because white people aren't privileged. You know, we have all sorts of privileges, and most people have privileges of all sorts, and you should be grateful for your privileges and work to deserve them, I would say. But, the idea that you can target an ethnic group with a collective crime, regardless of the specific innocence or guilt of the constituent elements of that group, there is absolutely nothing that's more racist than that. It is always difficult to know which is rumor and which is fact, more so in a place like Nigeria. Certainly, it is clear that the forces of law and order have tended to fail the citizenry. It is equally true that under Obasanjo's government, though called democratic, more people have been killed for various reasons; that life has not been secured under his government. It is equally true that throughout his government in the two years, Nigeria has had ethnic problems. These are factors, I suppose, with which one can judge the success or failure of Obasanjo's government. And it is also the factors that would indicate to you that there are underlying problems of Nigeria that need to be looked into and that if Obasanjo is not looking well into them, then he is not doing his job. That's how I see it.
