Keeping out of the primaries puts Kennedy in situation the other candidates may well envy. One or another of them may well capture a useful number of first ballot delegate commitments by winning a string of victories in the 22 state primaries to be held next year, but it is also possible that no one candidate can dominate this extraordinary proliferation of quirky and minor‐issue‐oriented contests.
