There are tremendous populations riveted to labor by poverty, as they were in other times by slavery. What difference, I ask you, do your fictions make to their happiness? Your great political movement has after all only ended in the triumph of a minority privileged by chance as the ancient nobility was by birth. What difference does it make to the proletariat bent over in its labor, weighted down by the heaviness of its destiny, that some orators have the right to speak, that some journalists have the right to write? You have created rights which will be purely academic for the mass of the people, since it cannot make use of them. These rights, of which the law permits him the ideal enjoyment and necessity refuses him the actual exercise, are the people only a bitter irony of defeat.

At both the high end and low ends or labor market the new paradigm undermines the division between work time and the time of life.

We are carrying into the next decade many unresolved problems raised by Vietnam. How can a democracy such as ours defend its interests at acceptable cost and continue to enjoy the freedom of speech and behavior to which we are accustomed in time of peace? To a Communist enemy the Cold War is a total, unending conflict with the United States and its allies- without formal military hostilities, to be sure- but conducted with the same discipline and determination as a formal war. Unless we can learn to exercise some degree of self-discipline, to accept and enforce some reasonable standard of responsible civic conduct, and to remove the many self-created obstacles to the use of our power, we will be unable to meet the hard competition waiting for us in the decade of the 1970s.
