But you don't have a chance if you can't find a job. I don't think it penetrates the minds of this Administration what it must be like for a factory worker to arrive home to his family with the news that he's been laid off. What it must be like not to know what the future holds for your children, because you don't know what the future holds for you. What it must be like to see the government take hundreds of billions of dollars that could be used to fund job training, unemployment benefits, or jobs programs - and instead to send that money off to people who have such staggering wealth that the new money won't make the tiniest improvement in their lifestyle. What it must be like to be told that tax cuts for the rich are necessary to create jobs for working people, and then to see jobs fall month after month for more than 30 months. If that doesn't break your heart, you don't have a heart.

Far from there being a constant flow of resources and aid from northern countries to southern countries, the opposite is the case, and has been for most of the past 200 years. Colonialism was not about exporting civilisations; it was not about improving the lot of people in the poorest countries-it was driven by greed and avarice and a determination to control other people's lives. The physical, as well as the astral or subtle body, acts as a covering or costume that the soul wears in its journey throughout the material sphere. As we pass from costume to costume or from body to body through the process known as reincarnation, the impressions of previous lives imprint themselves on the subtle body and are carried with us during each lifetime. In the dream state, activity in the subtle body becomes more dominant than activity in the physical body. Our dream experiences are often impressions accumulated from many lifetimes.

Waterways. Meantime our internal development should go on. Provision should be made for flood control of such rivers as the Mississippi and the Colorado, and for the opening up of our inland waterways to commerce. Consideration is due to the project of better navigation from the Great Lakes to the Gulf. Every effort is being made to promote an agreement with Canada to build the, St. Lawrence waterway. There are pending before the Congress bills for further development of the Mississippi Basin, for the taking over of the Cape Cod Canal in accordance with a moral obligation which seems to have been incurred during the war, and for the improvement of harbors on both the Pacific and the Atlantic coasts. While this last should be divested of some of its projects and we must proceed slowly, these bills in general have my approval. Such works are productive of wealth and in the long run tend to a reduction of the tax burden.
