When I listened to the Prime Minister's speech last night, in which he gave such a travesty of the policy of the Labour Party, I realized at once what was his object. He wanted the electors to understand how great was the difference between Winston Churchill, the great leader in war of a united nation, and Mr. Churchill, the party leader of the Conservatives. He feared lest those who had accepted his leadership in war might be tempted out of gratitude to follow him further. I thank him for having disillusioned them so thoroughly. The voice we heard last night was that of Mr. Churchill, but the mind was that of Lord Beaverbrook.

I have presented the periodic table as a kind of travel guide to an imaginary country, of which the elements are the various regions. This kingdom has a geography: the elements lie in particular juxtaposition to one another, and they are used to produce goods, much as a prairie produces wheat and a lake produces fish. It also has a history. China, up to 50 years ago, was completely non-homogenous, being compartmented into groups divided against each other. The war-making tendency was almost non-existent, as they still followed the tenets of the Confucian ideal of pacifist culture. At the turn of the century, under the regime of Chang Tso Lin, efforts toward greater homogeneity produced the start of a nationalist urge. This was further and more successfully developed under the leadership of Chiang Kai-Shek, but has been brought to its greatest fruition under the present regime to the point that it has now taken on the character of a united nationalism of increasingly dominant, aggressive tendencies.

I do not belong to the Manchester school. I have nothing to say about the Manchester school except this- that I chanced to write the life of a very important leader of that school. and what did Mr. Cobden say upon this very point? He said:-"I am willing to spend a hundred millions on the fleet if necessary". The Radical party have never been the party who denied the great proposition that lies at the bottom of British politics- namely, that we must have absolute supremacy at sea.
