My foreign policy has three fundamental branches: first, confidence in our cause, a recognition that the principles America was based upon are not something we shrink from or apologize for, that we stand for those principles; the second is clarity in our purpose, which is that when we have a foreign policy objective, we describe it honestly and clearly to the American people, to Congress and to the people of the world; and number three is resolve in our might, that in those rare circumstances, those rare circumstances where we decide it's essential for us to apply military might, that we do so with overwhelming force, that we do so in the clarity of a mission, understanding the nature of the U. S. interest involved, understanding when the mission would be complete, what will be left when it is -- what will be left behind us when that mission has been -- has been terminated.

My first stop in Rome was a call on an old friend, Foreign Minister Susanna Agnelli. Her giant white mane of hair and her imposing height added to her presence. She approached her job as she had probably approached everything else: with a relaxed confidence in her own intuition. She conveyed an impression of great amusement at the passing parade of overly intense men formulating policy. We had known each other for years, but only socially.

The main burden of local defense against local attack, subversion, insurrection or guerrilla warfare must of necessity rest with local forces. Where these forces have the necessary will and capacity to cope with such threats, our intervention is rarely necessary or helpful. Where the will is present and only capacity is lacking, our Military Assistance Program can be of help. But this program, like economic assistance, needs a new emphasis. It cannot be extended without regard to the social, political and military reforms essential to internal respect and stability. The equipment and training provided must be tailored to legitimate local needs and to our own foreign and military policies, not to our supply of military stocks or a local leader's desire for military display. And military assistance can, in addition to its military purposes, make a contribution to economic progress, as do our own Army Engineers.

We must accept life as it is given to us, without asking, "Why me?” We must know that nothing on earth or in heaven ever happens without the will of God or His permission. We must not become too engrossed with our hardships but concentrate on preserving our inner peace.
Even when we are praying for something, we are trying to force our will instead of accepting God's. All hardships and sorrows that God sends us are necessary for us, but we do not understand this when we are young. When we are older, then we understand that this is the way God shows His love for us.

Nothing, I suppose, could better demonstrate than the Suez crisis the extent to which the United Nations had remained a central factor in our foreign policy. Our problem was, and is, one of long standing, how to bring about a creative peace and a security which will have a strong foundation.
