My first near-death experience was an accident, a botched anesthesia during a triple bypass. I had listened to several people on TV talk shows who had gone down the blue tunnel to the Pearly Gates, and even beyond the Pearly Gates, or so they said, and then come back to life again. But I certainly wouldn't have set out on such a risky expedition on purpose, without first having survived one ... To go through the Pearly Gates, no matter how tempting the interviewee on the other side, as I myself discovered the hard way, is to run the risk that crotchety Saint Peter, depending on his mood, may never let you out again. Think of how heartbroken your friends and relatives would be if, by going through the Pearly Gates to talk to Napoleon, say, you in effect committed suicide.

Insurance companies have high premiums to protect themselves. The ones who come to the insurance company are sicker and the people have to pay more. You have adverse selection. You have moral hazard. And the doctor does what's on the safe side -- defensive medicine -- without regard to cost. These are fundamental conditions that make health insurance difficult. You have some things that help. Some doctors understand that they shouldn't abuse the system. But you still see problems in the way doctors behave towards patients. They goof off. Sometimes it's too much work. Some things are difficult and risky to diagnose.

The noble Earl the late Foreign Secretary (the Earl of Clarendon) went so far, as I understood him, as to tell us that we must watch public opinion more closely, and pay greater attention to the majorities in the other House of Parliament. My Lords, it occurs to me to ask the noble Earl whether he has considered for what purpose this House exists, and whether he would be willing to go through the humiliation of being a mere echo and supple tool of the other House in order to secure for himself the luxury of mock legislation? I agree with my noble Friend the noble Earl (the Earl of Derby) below me that it were better not to be than submit to such a slavery.
