Hayek should be taken seriously because he has correctly identified as the most serious problems confronting civilization in the twentieth century the problems of nationalism and totalitarianism. Even with the dereliction of European communism at the end of the twentieth century, the problems which remain or are reemerging in the shape of ethnic conflict, separatist national movements, and regional trading blocs stem from practices and ideas which the liberal tradition has consistently criticized: ideas hostile to individualist, universalist, and egalitarian moral principles. While thinkers like Hannah Arendt have also recognized the threat and moral danger posed by totalitarianism, it is in Hayek's work that we have the most thorough attempt to understand the logic of its institutional alternative.

Here, again, a case of what Max Muller called "special pleading”: now Witzel claims not only to be able to identify "non-Indoaryan” loanwords in Vedic, he can also identify the exact regions from which these "loanwords” were borrowed: we have Punjab loan words, U.P. loan words, Bactria-Margiana loan words...! Witzel knows, with scientific exactitude that "loanwords”, from imaginary "substrate languages”, which are found in both Vedic and Iranian are definitely from Central Asia, and not from the Punjab or U.P., and, equally, that "loanwords” found only in Vedic are from the Punjab or U.P. – not, of course, because his theory suggests these locations, but because he has found actual inscriptions from pre-RV eras, in one or more non-Indo-Iranian languages, from the respective areas, where these words are actually recorded!

For the Muslim, religion traditionally was not only universal but also central in the sense that it constituted the essential basis and focus of identity and loyalty. It was religion which distinguished those who belonged to the group and marked them off from those outside the group. A Muslim Iraqi would feel far closer bonds with a non-Iraqi Muslim than with a non-Muslim Iraqi. Muslims of different countries, speaking different languages, share the same memories of a common and sacred past, the same awareness of corporate identity, the same sense of a common predicament and destiny. It is not nation or country which, as in the West, forms the historic basis of identity, but the religio-political community, and the imported Western idea of ethnic and territorial nationhood remains, like secularism, alien and incompletely assimilated.

The 'state' on the modern conception is a legally defined term which refers, at the level of substance, to a state power that possesses both internal and external sovereignty, at the spatial level over a clearly delimited terrain (the state territory) and at the social level over the totality of members (the body of citizens or the people). State power constitutes itself in the forms of positive law, and the people is the bearer of the legal order whose jurisdiction is restricted to the state territory. In political usage, the concepts 'nation' and 'people' have the same extension. But in addition to its legal definition, the term 'nation' has the connotation of a political community shaped by common descent, or at least by a common language, culture, and history. A people becomes a 'nation' in this historical sense only in the concrete form of a particular form of life.
