Since as we have seen the entrepreneurial qualification is something which, like many other qualities, is distributed in an ethnically homogeneous group according to the law of error, the number of individuals who satisfy progressively diminishing standards in this respect continually increases. Hence, neglecting exceptional cases - of which the existence of a few Europeans in a negro population would be an example - with the progressive lightening of the task continually more people can and will become entrepreneurs, wherefore the successful appearance of an entrepreneur is followed by the appearance not simply of some others, but of ever greater numbers, though progressively less qualified.

There is another and higher leadership, that of the intellect, by which the methods and thoughts of one man may affect the whole civilized world. Industrial leaders who have most prominently attracted our attention in the past are those who have, by their inventions or their direction of activities, accumulated large fortunes; but none of these are as great as the man who by the force of his intellect leads people throughout the civilized world to benefit themselves and others. In Hawaii the United States has another possible source of undesirable immigration. The dominant element among its third of a million inhabitants is the Japanese, who have held themselves aloof from the other residents and shown little tendency to intermarry. Every Japanese child born in the islands is an American citizen, with the full right of entry to the mainland. The greater part of the rest of the population is a mongrel crowd. Chinese and native Hawaiians, until quite recently, have shown a marked tendency to intermarry. Every effort should be made to find some constitutional way by which Hawaii can be prevented from becoming a continuous source of supply of undesirable citizens of the United States.

There is no general reason to expect evolution to be progressive – even in the weak, value-neutral sense. There will be times when increased size of some organ is favoured and other times when decreased size is favoured. Most of the time, average-sized individuals will be favoured in the population and both extremes will be penalised. During these times the population exhibits evolutionary stasis (i. e., no change) with respect to the factor being measured. If we had a complete fossil record and looked for trends in some particular dimension, such as leg length, we would expect to see periods of no change alternating with fitful continuations or reversals in direction – like a weathervane in changeable, gusty weather.

Though I do, of course agree with the principles you have mentioned, I am returning the paper unsigned, as I do not want to belong to a group. A group of people with one aim is not as yet a single-minded group and as this does not exist, a consistent group remains impossible. And a larger group only makes sense for joint exhibitions and for spreading ideas. I will therefore not participate in the other group either, but I have promised my collaboration in this respect. If you definitely want to form a group, you can always invite myself and others who are proved to be suitable. Only on such a basis I will collaborate with the other group as well.

The Belarusian failure therefore provides a useful test. Here we have an "ethnic group” which is the largest by far in the area in question. According to the Russian imperial census of 1897, more people spoke Belarusian in Vil'na province than all other languages combined. In Vil'na, Minsk, Grodno, Mogilev, and Vitebsk provinces, contiguous territories of historic Lithuania, speakers of Belarusian were three quarters of the population. In the twentieth century, this "ethnic group” did not become a modern nation. In combination with Lithuanian and Polish successes, this Belarusian failure helps us to perceive what national movements actually need.
