I support a great deal of what the President has done. I have voted with him 80% of the time. But my promise before God to apply impartial justice required that I put my personal feelings and biases aside. Were I to ignore the evidence that has been presented, and disregard what I believe my oath and the Constitution demands of me for the sake of a partisan end, it would, I fear, expose my character to history's rebuke and the censure of my own conscience. I am aware that there are people in my party and in my state who will strenuously disapprove of my decision, and in some quarters, I will be vehemently denounced. I am sure to hear abuse from the President and his supporters. Does anyone seriously believe I would consent to these consequences other than from an inescapable conviction that my oath before God demanded it of me?

When all is said and done, I hope that when the people of our country next return the White House for a time to the Democratic Party, our leadership then will be big enough to salute the present administration for what it will have done that is wise and good. And to build upon it forthrightly.
Towards that end, we must now expand our concept of what is needed to reach the goals upon which we all agree. The United States needs to create a world made more just and more hopeful, not just a world made more profitable for ourselves. I hope that this President's record makes it damn hard for the competition to complain about his record in foreign policy. That may be bad for the loyal opposition. But it's good for the people, who deserve it. And I promise my support for whatever he may do in support of that prayer.

At present no Government dare say a word to the Church-that overgrown and monstrous abuse assumes airs as if it were not an abuse. It is a wen upon the head and pretends to be the head, and no administration is strong enough to say a word against it. With 14,000 Dissenting Chapels in England and Wales, with two-thirds of Scotland in dissenting ranks, with five-sixths of Ireland hostile to the Church, how comes it that this scandalous abuse puts on the character of a national and useful institution? Simply because it has the Crown and the Peers on its side by tradition and the constitution, and has gained great power in the Commons thro' our defective representation. Let the representation be amended, and then the Church will be more humble, and will submit, of necessity, to be overhauled as one of the departments of the State.

When finally our Constitution was adopted, it contained specific provision that the President and members of the Congress and of state legislatures, and all executive and judicial officials, should be qualified for the discharge of their office by oath or affirmation. By the statute law of the United States, and I doubt not by all States, such oaths are administered by a solemn appeal to God for help in the keeping of their covenants. I scarcely need to refer to the fact that the houses of the Congress, and so far as I know the state legislatures, open their daily sessions with prayer. The foundation of our independence and our Government rests upon our basic religious convictions. Back of the authority of our laws is the authority of the Supreme Judge of the World, to whom we still appeal for their final justification.
