Philosophy is based on speculation, on logic, on thought, on the synthesis of what we know and on the analysis of what we do not know. Philosophy must include within its confines the whole content of science, religion and art. But where can such a philosophy be found? All that we know in our times by the name of philosophy is not philosophy, but merely "critical literature" or the expression of personal opinions, mainly with the aim of overthrowing and destroying other personal opinions. Or, which is still worse, philosophy is nothing but self-satisfied dialectic surrounding itself with an impenetrable barrier of terminology unintelligible to the uninitiated and solving for itself all the problems of the universe without any possibility of proving these explanations or making them intelligible to ordinary mortals.

I am trying to put the distributional question and the study of long-run trends back at the heart of economic analysis. With the help of Tony Atkinson, Emmanuel Saez, Facundo Alvaredo, Gilles Postel-Vinay, Jean-Laurent Rosenthal, Gabriel Zucman and many other scholars, we have been able to collect a unique set of data covering three centuries and over 20 countries. This is by far the most extensive database available in regard to the historical evolution of income and wealth. This book proposes an interpretative synthesis based upon this collective data collection project.

After 200 years, the constitutional protection of the right of the individual to life, liberty, and the pursuit of happiness is virtually gone. Today's current terminology describing rights reflects this sad change. It is commonplace for politicians and those desiring special privileges to refer to: black rights, Hispanic rights, handicap rights, employee rights, student rights, minority rights, women's rights, gay rights, children's rights, student rights, Asian-American rights, Jewish rights, AIDS victims' rights, poverty rights, homeless rights, etc. Unless all the terms are dropped & we recognize that only an individual has rights, the solution to the mess in which we find ourselves will not be found. The longer we lack of definition of rights, the worse the economic and social problems will be.

I think any such analysis must take into account the intelligence of the people. People's ability to understand the arithmetic and the logic behind the coming together of the Mahamilawat (great contamination) parties should never be underestimated. People know exactly why they are coming together, no matter how much these parties themselves try to mislead. There was a time when many different parties did come together to fight an election. This was the Emergency era when survival of our democracy was first priority. So, when many parties united, there was a clear issue that brought them together in national interest and people blessed them. What is the uniting factor for the Mahamilawat now? Personal survival and personal interest. People are aware of this and will reject such opportunism.

In the spring of 1951 Churchman and I accepted appointments to (then) Case Institute of Technology in Cleveland because Case was committed to establishing an activity in Operations Research and Churchman and I had come to believe we could probably work better under this name than under the cloak of academic philosophy. By the end of 1952 we had formal approval, but not without faculty opposition, for the first doctoral program in Operations Research. From then on the Group and the program grew rapidly and flourished. Case became a mecca to which pilgrimages of operations researchers from around the world came. In 1958, Churchman, for personal reasons, migrated to the University of California at Berkeley where he established a similar activity. Academic Operations Research activities began to proliferate and flourish, many of them modeled on those at Case.

In all countries and in all historical times there have been individuals to whom multitudes have looked for guidance in religion. Buddha, Lao Tse, Confucius, Moses, Zoroaster, Shankara, Jesus, Muhammed, Joseph Smith, and Mary Baker Eddy were such individuals. New examples are to be found within the lives of many of us. Pure democracy or sheer equalitarianism in religious matters is not to be expected of our human nature. Some distinction between leaders or founders and followers or disciples seems to be our destiny. But there is a question of degree, or of qualification. To what extent, or under what conditions, are some individuals, or perhaps is some unique individual, worthy of trust in religious matters? It is in the answer to this question that mistakes can be made.
