Mr. President, briefly, the Senator from South Carolina and I discussed this announcement that Russia will begin withdrawing some military forces from Syria. It obviously signals Vladimir Putin's belief that he has bombed and killed enough of the opponents of the murderous Assad regime to assure Assad's survival. For 4 years, this administration--this President--stood by as the Assad regime slaughtered nearly half a million people in Syria. Then, when Assad appeared weak, it watched as Putin intervened militarily and protected his brutal regime, in a move that the President described as Putin going into a "quagmire." Well, apparently now Vladimir Putin is leaving that "quagmire," and he is leaving a solid Bashar Assad in a position of strength. He is leaving thousands of dead moderate opposition that he has indiscriminately bombed, and the United States has their begging bowl out, asking and pleading that they somehow reach some agreement again in Geneva.

Needless to say, the history of the United States has been marred from its inception by an enormous quantity of unjust laws, far too many expressly bolstering the oppression of Black people. Particularized reflections of existing social inequities, these laws have repeatedly borne witness to the exploitative and racist core of the society itself. For Blacks, Chicanos, for all nationally oppressed people, the problem of opposing unjust laws and the social conditions which nourish their growth, has always had immediate practical implications. But even when containing our resistance within the orbit of legality, we have been labeled criminals and have been methodically persecuted by a racist legal apparatus.

The regime plays on the nationalistic argument of Iran's sovereign right to the technology. They need to be reminded that Iran had that right before they came to power. As a matter a fact, it is their behavior which is the cause for Iran today to be denied the privilege. For a regime that has violated just about any international charter and regulations, they cannot invoke the NPT only when it suits their purpose, and violate it by the same token when it does not. But let us understand the ultimate logic behind the regime's quest for the bomb. Be it via manufacturing or acquisition, the clerical regime views the bomb as its key to survival. Why? Because it will serve as a counterweight to the inferiority of its conventional military capabilities against the West. Under a nuclear umbrella, the regime would be able to continue its support of terrorism, undermine the region, holding it hostage with the ultimate goal to institutionalize itself.

In the period 1965 - 69, the U. S. Arms Control and Disarmament Agency employed a group of about ten young game theorists as consultants. It was as a member of this group that I developed the simpler approach, already mentioned, to the analysis of I-games.
I realized that a major problem in arms control negotiations is the fact that each side is relatively well informed about its own position with respect to various variables relevant to arms control negotiations, such as its own policy objectives, its peaceful or bellicose attitudes toward the other side, its military strength, its own ability to introduce new military technologies, and so on - but may be rather poorly informed about the other side's position in terms of such variables.
I came to the conclusion that finding a suitable mathematical representation for this particular problem may very well be a crucial key to a better theory of arms control negotiations, and indeed to a better theory of all I-games.
