If he wishes to come to Beijing, please tell him he should do it secretly, not openly-just get on a plane and come. It doesn't matter whether negotiations succeed or fail. Why should we maintain such a deadlock? However, there is no secret in the United States. If the president goes abroad, it is impossible to keep it secret. In coming to China, he is sure to declare his aim is to draw in China in order to make things difficult for the Soviet Union. Hence he does not dare to act this way at present. To punish the Soviet Union is disadvantageous to the U.S., and to punish China is equally disadvantageous.

At present no Government dare say a word to the Church-that overgrown and monstrous abuse assumes airs as if it were not an abuse. It is a wen upon the head and pretends to be the head, and no administration is strong enough to say a word against it. With 14,000 Dissenting Chapels in England and Wales, with two-thirds of Scotland in dissenting ranks, with five-sixths of Ireland hostile to the Church, how comes it that this scandalous abuse puts on the character of a national and useful institution? Simply because it has the Crown and the Peers on its side by tradition and the constitution, and has gained great power in the Commons thro' our defective representation. Let the representation be amended, and then the Church will be more humble, and will submit, of necessity, to be overhauled as one of the departments of the State.

I am presently at work on a dissertation dealing with the theory of international trade and foreign exchange rates. In dealing with this, studies of the intervention of recent years in the area of trade and exchange rates of different countries is of the greatest importance. I therefore hope to be able to begin a six month study tour to Switzerland, France and England at the end of May this year. After having collected the necessary material I intend - if the economic side can be arranged - during a stay of 6–12 months in England (probably Cambridge) or possibly the United States (in that case probably Harvard University) - to work out the above mentioned dissertation as a specimen for the doctoral degree in philosophy and pursue studies in general. I have not yet any detailed study plan. That should appropriately be set up after the arrival.

France having done all that was incumbent upon her to maintain peace and war having nevertheless become inevitable, it was a hundred times better that we should not have been led, even by repeated violation of our frontiers, to declare it ourselves. It was indispensable that Germany, who was entirely responsible for the aggression, should be led into publicly confessing her intentions. If we had had to declare war ourselves, the Russian alliance would have been contested, national unanimity would have been smashed, it would probably have meant Italy would have been forced by the clauses of the Triple Alliance to side against us.
