The uncertainty of Socialists themselves concerning the organization of the society they are wishing for, paralyses their energy up to a certain point. At the beginning, in the forties, Socialism presented itself as Communism, as a republic one and indivisible, as a governmental and Jacobin dictatorship, in its application to economics. Such was the ideal of that time. Religious and freethinking Socialists were equally ready to submit to any strong government, even an imperial one, if that government would only remodel economic relations to the worker's advantage. A profound revolution has since been accomplished, especially among Latin and English peoples. Governmental Communism, like theocratic Communism, is repugnant to the worker.

The cultural revolution of the later twentieth century can thus best be understood as the triumph of the individual over society, or rather, the breaking of the threads which in the past had woven human beings into social textures. For such textures had consisted not only of the actual relations between human beings and their forms of organization but also of the general models of such relations and the texted patterns of people's behaviour towards each other; their roles were prescribed, though not always written. Hence the often traumatic insecurity when older conventions of behaviour were either overturned or lost their rationale, or the incomprehension between those who felt this loss and those too young to have known anything but anomic society.

It was at the University of Czernowitz, not far from the beginning of his career as an economist, that he worked out his conception of the entrepreneur, the maker of "new combinations,” as the driving force and characteristic figure of the fits-and-starts evolution of the capitalist economy. He was explicit that, while technological innovation was in the long run the most important function of the entrepreneur, organizational innovation in governance, finance, and management was comparable in significance.
