The time has come for an all-out world war against poverty. The rich nations must use their vast resources of wealth to develop the underdeveloped, school the unschooled, and feed the unfed. Ultimately a great nation is a compassionate nation. No individual or nation can be great if it does not have a concern for "the least of these". Deeply etched in the fiber of our religious tradition is the conviction that men are made in the image of God and that they are souls of infinite metaphysical value, the heirs of a legacy of dignity and worth. If we feel this as a profound moral fact, we cannot be content to see men hungry, to see men victimized with starvation and ill health when we have the means to help them. The wealthy nations must go all out to bridge the gulf between the rich minority and the poor majority.

While one welcomes aid that gets through to help the poorest people in the poorest parts of the world, does my hon. Friend share my concern that some policies, particularly those adopted by the World Bank in its advice to poor countries in receipt of loans it organises, force on those countries economic models that often involve cuts in public expenditure which make the living conditions of people dependent on public services, health, education or housing worse because those countries are pursuing some economic Valhalla similar to that pursued by the present Government? Does he believe that the Government should consider their role in multinational agencies such as the World Bank as well as my hon. Friend's obvious and quite correct concern about the lack of spending on overseas aid in general?

The host of specifically religious suggestions and images, in a story that until now has been devoid of such concern, suggests very strongly that Peake is here referring to the Christian religion as a debasing influence. Peake's treatment of Gormenghast's ritual shows that he dislikes any system of values imposed on the individual from outside, offering him nothing directly relevant for himself and encouraging him in whatever weakness he possesses. So, here, the Lamb can break down but not build; despite his worshipper's praise, he does not really understand how to keep his creatures alive. Still the Lamb glories in his power. True, in changing men he has destroyed them, denying them freedom to develop for themselves; to the Lamb, however, that is incidental to his own gratification.
