A.'s covert operations element wanted John Kennedy out of the Oval Office and Lyndon Johnson in it. The new President elevated by rifle fire to control of our foreign policy had been one of the most enthusiastic American cold warriors.... Johnson had originally risen to power on the crest of the fulminating anti-communist crusade which marked American politics after World War II. Shortly after the end of that war, he declaimed that atomic power had become 'ours to use, either to Christianize the world or pulverize it' -- a Christian benediction if ever there was one. Johnson's demonstrated enthusiasm for American military intervention abroad ... earned him the sobriquet 'the senator from the Pentagon....

The trend of employment is towards a high level, and a recurrence of chronic mass unemployment is most unlikely. The Keynesian techniques are now well understood, and there is no reason to fear a repetition of the New Deal experience of a government with the will to spend its way out of a recession, but frustrated in doing so by faulty knowledge. The political pressure for full employment is stronger than ever before; the experience of the inter-war years bit so deeply into the political psychology of the nation that full employment, if threatened, would always constitute the dominant issue at any election, and no right-wing party could now survive a year in office if it permitted the figures of unemployment which were previously quite normal.

Traditionally, economic analysis treats the economic system as one of the givens. The term "design" in the title is meant to stress that the structure of the economic system is to be regarded as an unknown. An unknown in what problem? Typically that of finding a system that would be, in a sense to be specified, superior to the existing one. The idea of searching for a better system is at least as ancient as Plato's Republic, but it is only recently that tools have become available for a systematic, analytical approach to such search procedures. This new approach refuses to accept the institutional status quo of a particular time and place as the only legitimate object of interest and yet recognizes constraints that disqualify naive Utopias.
