Your energy and your sacrifice are needed. It is our job to tap those resources, and to help provide the chance to serve. We have already begun. Thousands of volunteers are needed today for the Peace Corps--to bring hope and the ideals of freedom to the villages and towns of more than half the world. Thirteen thousand young Americans have already accepted this responsibility in 46 countries. In the next 4 years we hope to double the size of this effort. Five thousand VISTA volunteers are needed this year to enlist in the war against poverty. All our programs for Appalachia will not succeed without the work of individual volunteers that are filled with compassion for their fellows, and a willingness to serve their country. I am so glad that it seems to me that here at the crossroads of this great university is where education and Appalachia meet.

Everyone who has seen the recent news reports has been shocked and moved by the suffering children in Sarajevo. At the end of last week, we told the United Nations High Commissioner for Refugees that we stood ready to evacuate children from Sarajevo to the United Kingdom for medical treatment, or to send medical teams to Yugoslavia to provide treatment on the spot.If it is possible to treat the children on the spot, near to their families, with people around them who speak their language and in relatively familiar surroundings, that is obviously the best way. We have told the International Red Cross that we are willing to fly out medical personnel at very short notice if needed. I hope to meet the United Nations High Commissioner for Refugees in London later this week to see what further action is needed.

It is said we go about the world waging war to promote peace, and yet the price paid is rarely weighed against the failed efforts to make the world a better place. Justifying conscription to promote the cause of liberty is one of the most bizarre notions ever conceived by man! Forced servitude, with the risk of death and serious injury as a price to live free, makes no sense. What right does anyone have to sacrifice the lives of others for some cause of questionable value? Even if well motivated it can't justify using force on uninterested persons. It's said that the 18 year old owes it to his country. Hogwash! It just as easily could be argued that a 50 year-old chickenhawk, who promotes war and places the danger on innocent young people, owes a heck of a lot more to the country than the 18 year-old being denied his liberty for a cause that has no justification.

Recently I have gone back to church regularly with a new focus to understand as best I can what it is that makes Christianity so vital and powerful in the lives of billions of people today, even though almost 2000 years have passed since the death and resurrection of Christ. Although I suspect I will never fully understand, I now think the answer is very simple: it's true. God did create the universe about 13.7 billion years ago, and of necessity has involved Himself with His creation ever since. The purpose of this universe is something that only God knows for sure, but it is increasingly clear to modern science that the universe was exquisitely fine-tuned to enable human life. We are somehow critically involved in His purpose. Our job is to sense that purpose as best we can, love one another, and help Him get that job done.

It would be helpful if a plan could be adopted which, while retaining the practice of systematic collective bargaining with conciliation voluntary arbitration of labor differences, could also provide simplicity in relations and more direct local responsibility of employees and managers. But such legislation will not meet the requirements of the situation unless it recognizes the principle that t e public has a right to the uninterrupted service of transportation, and therefore a right to be heard when there is danger that the Nation may suffer great injury through the interruption of operations because of labor disputes. If these elements are not comprehended in proposed legislation, it would be better to gain further experience with the present organization for dealing with these questions before undertaking a change.
