The grand, leading principle, towards which every argument hitherto unfolded in these pages directly converges, is the absolute and essential importance of human development in its richest diversity; but national education, since at least it presupposes the selection and appointment of some one instructor, must always promote a definite form of development, however careful to avoid such an error. The rights of the individual are of no less importance to immigrants and minorities in Europe and the Americas than to women in Afghanistan or children in Africa. They are as fundamental to the poor as to the rich; they are as necessary to the security of the developed world as to that of the developing world.
From this vision of the role of the United Nations in the next century flow three key priorities for the future: eradicating poverty, preventing conflict, and promoting democracy. Only in a world that is rid of poverty can all men and women make the most of their abilities. Only where individual rights are respected can differences be channelled politically and resolved peacefully. Only in a democratic environment, based on respect for diversity and dialogue, can individual self-expression and self-government be secured, and freedom of association be upheld.

In fact, the only person to rival Friedman for policy influence in the twentieth century is John Maynard Keynes, who had a strikingly different view of the role of government. Keynes was influential because he advocated more government intervention into what he perceived as poorly functioning private economies caught up in the Great Depression. In contrast to Keynes, Friedman put the main blame for the Depression on government failures, especially of monetary policy. Hence, the Depression did not make Friedman a fan of big government. He also found in the Federal Reserve's failure to prevent deflation an argument in favor of monetary rules. As the world evolved- with low inflation becoming the major mission of central banks and free markets and secure property rights becoming the main policies to promote economic growth-Friedman surely won the intellectual battle.

How can there be any sense of difference once this subtle principle is understood? When we evaluate our growth and development in the light of this great Truth, we may wonder whether we human beings have really developed or grown at all. Development means a capacity for self-sustaining growth. It means that an economy must register advances which in turn will promote further progress. The loss of industry and skill in Africa was extremely small, if we measure it from the viewpoint of modern scientific achievements or even by standards of England in the late eighteenth century. However, it must be borne in mind that to be held back at one stage means that it is impossible to go on to a further stage. When a person was forced to leave school after only two years of primary school education, it is no reflection on him that he is academically and intellectually less developed than someone who had the opportunity to be schooled right through to university level. What Africa experienced in the early centuries of trade was precisely a loss of development opportunity, and this is of the greatest importance.

Alfred Nobel decreed that this award should be conferred on someone who, in the opinion of the Committee, should have done the most or the best work to promote fraternity between nations for the abolition and reduction of standing armies and for the holding and promotion of peace congresses.
As to the first, I do not know that I have done very much myself to promote fraternity between nations but I do know that there can be no more important purpose for any man's activity or interests.
So far as abolishing arms are concerned, those of Nobel's day are now out of date, but I used they will destroy us all. So they must be themselves destroyed.
As for the promotion of peace congresses we have had our meetings and assemblies, but the promotion through them of the determined and effective will to peace displaying itself in action and policy remains to be achieved.
