Is there anything in which the people of this age and country differ more from those of other lands and former times than in this - their ability to preserve order and protect rights without the aid of government? ... It's relevant that people whose polling places are schools are more likely to vote for sales taxes that will fund education. Or that judges become more likely to deny parole the longer they go without a break. Or that people serve themselves more food when using a large plate. Such effects, even when they're small, can make a practical difference, especially when they influence votes and justice and health. But their existence doesn't undermine the idea of a rational and deliberative self. To think otherwise would be like concluding that because salt adds flavor to food, nothing else does.

Intelligence, then, is the ability to attain goals in the face of obstacles by means of decisions based on rational (truth-obeying) rules. The computer scientists Allen Newell and Herbert Simon fleshed this idea out further by noting that intelligence consists of specifying a goal, assessing the current situation to see how it differs from the goal, and applying a set of operations that reduce the difference. Perhaps reassuringly, by this definition human beings, not just aliens, are intelligent. We have desires, and we pursue them using beliefs, which, when all goes well, are at least approximately or probabilistically true.

I recognize that the findings in our report may leave some to wonder how the department's findings can differ so sharply from some of the initial, widely reported accounts of what transpired. I want to emphasize that the strength and integrity of America's justice system has always rested on its ability to deliver impartial results in precisely these types of difficult circumstances – adhering strictly to the facts and the law, regardless of assumptions. Yet it remains not only valid – but essential – to question how such a strong alternative version of events was able to take hold so swiftly, and be accepted so readily.
