When all is said and done, I hope that when the people of our country next return the White House for a time to the Democratic Party, our leadership then will be big enough to salute the present administration for what it will have done that is wise and good. And to build upon it forthrightly. Towards that end, we must now expand our concept of what is needed to reach the goals upon which we all agree. The United States needs to create a world made more just and more hopeful, not just a world made more profitable for ourselves. I hope that this President's record makes it damn hard for the competition to complain about his record in foreign policy. That may be bad for the loyal opposition. But it's good for the people, who deserve it. And I promise my support for whatever he may do in support of that prayer.

We have heard from the opposite Bench several very animated appeals to this House, and several constitutional lectures as to our duties. The noble Earl the late Foreign Secretary (the Earl of Clarendon) went so far, as I understood him, as to tell us that we must watch public opinion more closely, and pay greater attention to the majorities in the other House of Parliament. My Lords, it occurs to me to ask the noble Earl whether he has considered for what purpose this House exists, and whether he would be willing to go through the humiliation of being a mere echo and supple tool of the other House in order to secure for himself the luxury of mock legislation? I agree with my noble Friend the noble Earl (the Earl of Derby) below me that it were better not to be than submit to such a slavery.

Perhaps the Patient Protection and Affordable Care Act will attain the enduring status of the Social Security Act or the Taft-Hartley Act; perhaps not. But this Court's two decisions on the Act will surely be remembered through the years. If Christ were to walk in this world today, do you know what would happen to Him? He would be placed in a mental institution and given psycho-therapy, just as would His Saints. The world would crucify Him today just as it did 2000 years ago, for the world has not learned a thing, except more devious forms of hypocrisy. And what would happen if, in one of my classes at the university, I would one day tell my students that all the learning of this world is of no importance beside the duty of worshipping God, accepting the God-man who died for our sins, and preparing for the life of the world to come? They would probably laugh at me, and the university officials, if they found out, would fire me-for it is against the law to preach the Truth in our universities. Over the years, many nations have made well-intentioned efforts to promote these goals. Yet the success of these efforts must be measured by more than intentions, they must be measured by results. My Nation has placed an insistence on results at the heart of our foreign assistance programs. We launched a new initiative called the Millennium Challenge Account, which directs our help to countries that demonstrate their ability to produce results by governing justly, and fighting corruption, and pursuing market-based economic policies, as well as investing in their people. Every country and institution that provides foreign assistance, including the United Nations, will be more effective by showing faith in the people of the developing world and insisting on performance in return for aid.
