The religious factions will go on imposing their will on others unless the decent people connected to them recognize that religion has no place in public policy. They must learn to make their views known without trying to make their views the only alternatives. The great decisions of Government cannot be dictated by the concerns of religious factions. This was true in the days of Madison, and it is just as true today. We have succeeded for 205 years in keeping the affairs of state separate from the uncompromising idealism of religious groups and we mustn't stop now. To retreat from that separation would violate the principles of conservatism and the values upon which the framers built this democratic republic.

Traditionally, economic analysis treats the economic system as one of the givens. The term "design" in the title is meant to stress that the structure of the economic system is to be regarded as an unknown. An unknown in what problem? Typically that of finding a system that would be, in a sense to be specified, superior to the existing one. The idea of searching for a better system is at least as ancient as Plato's Republic, but it is only recently that tools have become available for a systematic, analytical approach to such search procedures. This new approach refuses to accept the institutional status quo of a particular time and place as the only legitimate object of interest and yet recognizes constraints that disqualify naive Utopias.

The best educators are the ones that inspire their students. That inspiration comes from a passion that teachers have for the subject they're teaching. Most commonly, that person spent their lives studying that subject, and they bring an infectious enthusiasm to the audience. Does Madison's belief that separation of powers is necessary to prevent tyranny necessarily require a presidential system or even judicial review? As I pointed out, this reading makes Madison silly, or at least a casualty of historical developments, since almost all other democratic countries have rejected the first and some the second. Of course, like all others of his time Madison had to make judgments about constitutional arrangements with very little directly relevant historical experience to go on. Hindsight gives us the advantage of nearly two centuries of later experience, during which most of the stable democracies adopted a parliamentary system, only a few chose a presidential system, and none adopted the American presidential system.
