If communists are in power, they enforce laws designed to protect their system, their way of life. To them, the horror of horrors is the speculator, that man of magic who has mastered the art of getting something with nothing and who in America would be a member in good standing of his local Chamber of Commerce. "The people, " however are nowhere consulted, although everywhere everything is done always in their name ostensibly for their betterment, while their real-life problems go unsolved. "The people" are a rubber stamp for the crafty and sly. And no problem can be solved without taking the police department and the armed forces into account. Both kings and bookies understand this, as do first ladies and common prostitutes.

For the past few years, the American press has been feeding the public the image of Black youth on a rampage. From the gangs called Crips and Bloods, in Los Angeles, California; the Central Park incident, to the drug sellers that are operating in the major cities along the East Coast, particularly in Washington, D.C., the image the American public gets is that when it comes to gangs, violence and drugs, that the gang leaders are Black; the violence is Black; the drug sellers are Black and the majority of drug users are Black. Our youth are being portrayed as the perpetrators of violence, and are being armed with "street sweepers," AK-47s, Uzis, MAC 10s. It is being reported that these Black youth are better armed than the local police.

A community where local authorities consistently approached law enforcement not as a means for protecting public safety, but as a way to generate revenue. A community where both policing and municipal court practices were found to disproportionately harm African American residents. A community where this harm frequently appears to stem, at least in part, from racial bias – both implicit and explicit.
