The clearest example is the decision to escalate in Vietnam in February 1965, in cynical disregard of the expressed will of the electorate. This incident reveals, I think, with perfect clarity the role of the public in decisions about peace and war, the role of the public in decisions about the main lines about public policy in general. And it also suggests the irrelevance of electoral politics to major decisions of national policy.
