We pass no judgment here upon the political systems of other countries, but neither Fascism nor Communism is in harmony with our temperament and creed. We will have nothing to do with either of them here. And yet, whatever differences there may be between us and other nations on that subject, do not forget that we are all members of the human race and subject to the like passions and affections and fears and desires. There must be something in common between us if only we can find it, and perhaps by our very aloofness from the rest of Europe we may have some special part to play as conciliator and mediator. An ancient historian once wrote of the Greeks that they had made gentle the life of the world. I do not know whether in these modern days it is possible for any nation to emulate the example of the Greeks, but I can imagine no nobler ambition for an English statesman than to win the same tribute for his own country.

As the Premier who had pulled France together in the closing period of the war, he realized what so many Frenchmen tended to forget, that without British and American help the war could not in the end have been won. He saw too that without Anglo-American promises of military aid in the future it would be beyond France's power to repel the next German invasion. He had been promised that aid in return for giving up the security of the Rhine, which his generals had demanded. Now France had neither.

One of the common means by which one nation exploits another and one that is relevant to Africa's external relations is exploitation through trade. When the terms of trade are set by one country in a manner entirely advantageous to itself, then the trade is usually detrimental to the trading partner. To be specific, one can take the export of agricultural produce from Africa and the import of manufactured goods into Africa from Europe, North America, and Japan. The big nations establish the price of the agricultural products and subject these prices to frequent reductions. At the same time the price of manufactured goods is also set by them, along with the freight rates necessary for trade in the ships of those nations. The minerals of Africa also fall into the same category as agricultural produce as far as pricing is concerned. The whole import-export relationship between Africa and its trading partners is one of unequal exchange and of exploitation.
