My friends, our challenge today is not to save Western civilization - or Eastern, for that matter. All civilization is at stake, and we can save it only if all peoples join together in the task. You Americans did so much, in the last century, to build an effective multilateral system, with the United Nations at its heart. Do you need it less today, and does it need you less, than 60 years ago? Surely not. More than ever today, Americans, like the rest of humanity, need a functioning global system through which the world's peoples can face global challenges together. And in order to function more effectively, the system still cries out for far-sighted American leadership, in the Truman tradition. I hope and pray that the American leaders of today, and tomorrow, will provide it.

Senator Obama and I have had and argued our differences, and he has prevailed. No doubt many of those differences remain.
These are difficult times for our country. And I pledge to him tonight to do all in my power to help him lead us through the many challenges we face.
I urge all Americans ... I urge all Americans who supported me to join me in not just congratulating him, but offering our next president our good will and earnest effort to find ways to come together to find the necessary compromises to bridge our differences and help restore our prosperity, defend our security in a dangerous world, and leave our children and grandchildren a stronger, better country than we inherited. I hope that this President's record makes it damn hard for the competition to complain about his record in foreign policy. That may be bad for the loyal opposition. You know, we can't be so fixated on our desire to preserve the rights of ordinary Americans to legitimately own handguns and rifles -- it's something I strongly support -- we can't be so fixated on that that we are unable to think about the reality of life that millions of Americans face on streets that are unsafe, under conditions that no other nation-no other nations-has permitted to exist. And at some point, I still hope that the leadership of the National Rifle Association will go back to doing what it did when I was a boy and which made me want to be a lifetime member because they put out valuable information about hunting and marksmanship and safe use of guns. But just to know of the conditions we face today in a lot of our cities and other places in this country and the enormous threat to public safety is amazing.

Over the years, many nations have made well-intentioned efforts to promote these goals. Yet the success of these efforts must be measured by more than intentions, they must be measured by results. My Nation has placed an insistence on results at the heart of our foreign assistance programs. We launched a new initiative called the Millennium Challenge Account, which directs our help to countries that demonstrate their ability to produce results by governing justly, and fighting corruption, and pursuing market-based economic policies, as well as investing in their people. Every country and institution that provides foreign assistance, including the United Nations, will be more effective by showing faith in the people of the developing world and insisting on performance in return for aid.

Mankind's problems can no longer be solved by national governments. What is needed is a World Government. This can best be achieved by strengthening the United Nations system. In some cases, this would mean changing the role of UN agencies from advice-giving to implementation. But some of the most important new institutions would be financial-a World Treasury and a World Central Bank. Just as each nation has a system of income redistribution, so there should be a corresponding ‘World Financial Policy' to be implemented by the World Bank and the World Central Bank. Some of these proposals are, no doubt, far-fetched and beyond the horizon of today's political possibilities. But the idealist of today often turns out to be the realists of tomorrow.
