The freedom of thought is a sacred right of every individual man, and diversity will continue to increase with the progress, refinement, and differentiation of the human intellect. But if difference be inevitable, nay, welcome in thought, there is a sphere in which unanimity and fellowship are above all things needful. Believe or disbelieve as ye list - we shall at all times respect every honest conviction. But be one with us where there is nothing to divide - in action. Diversity in the creed, unanimity in the deed! This is that practical religion from which none dissents. This is that platform broad enough and solid enough to receive the worshipper and the "infidel." This is that common ground where we may all grasp hands as brothers, united in mankind's common cause.

Railways. The railways during the past year have made still further progress in recuperation from the war, with large rains in efficiency and ability expeditiously to handle the traffic of the country. We have now passed through several periods of peak traffic without the car shortages which so frequently in the past have brought havoc to our agriculture and industries. The condition of many of our great freight terminals is still one of difficulty and results in imposing, large costs on the public for inward-bound freight, and on the railways for outward-bound freight. Owing to the growth of our large cities and the great increase in the volume of traffic, particularly in perishables, the problem is not only difficult of solution, but in some cases not wholly solvable by railway action alone.

If I were to be asked what two of the root principles are which we should always keep in view in trying to decide on a political issue, in judging of legislation, in judging of political action, I think I should say common sense and the preservation of what always has been the most precious thing in this country-individual freedom. If you apply these tests, you will seldom go far wrong. There are many people to-day who think you can cure the ills of the world by legislation: but you must examine the legislation they propose to see whether it is adapted to the practical experience of daily life, whether the freedom of the individual is affected by it. And if you cannot be satisfied on those points, you may be quite sure that that legislation in the long run will do more harm than it will do good.
