The advent of the new political economy marked a decisive moment in the demise of the republican strand of American politics and the rise of contemporary liberalism. According to this liberalism, government should be neutral as to conceptions of the good life, in order to respect persons as free and independent selves, capable of choosing their own ends. Keynesian fiscal policy both reflected this liberalism and deepened its hold on American public life. Although those who practiced Keynesian economics did not defend it in precisely these terms, the new political economy displayed two features of the liberalism that defines the procedural republic.

Where the self is conceived as prior to its ends, independent of the roles it may occupy at any given time, reputation cannot be a matter of honor in the traditional sense. For the unencumbered self, not honor but dignity is the basis of respect―the dignity that consists in the capacity of persons as autonomous agents to choose their ends for themselves. Unlike honor, which ties respect for persons to the roles they inhabit, dignity resides in a self antecedent to social institutions, and so is invulnerable to injury by insult alone. For selves such as these, reputation matters, not intrinsically, as a matter of honor, but only instrumentally, as a business asset for example.

Skidelsky tells us, Keynes was also practical, absorbed in questions of economic policy, argumentative, benevolent and intolerant, often rude, and had an intellectual arrogance that would allow positions previously held with great passion to be calmly abandoned. Well, that is exactly what the Cambridge faculty was like in the 1960s. Not only did the ghost of Keynes dominate the content of economics education at Cambridge, it also dominated the style. That style could be sustained with substance only by the extraordinarily gifted. So it is not surprising that the Cambridge faculty, although still very "Keynesian," looks much more conventional these days.

Acting in conformity with reason, in the singular, and acting for good reasons, in the plural, are two different things insofar as reason is objective, whereas reasons are subjective. From an external point of view, we can evaluate a policy as being in conformity with reason or not. From an internal point of view, one can evaluate an action as being rational or not. From this difference it follows that only rationality can be used for explanatory ends. It is only insofar as the agent has made the demands of reason his own that the latter may give rise to, and possibly explain, specific behaviors. The assessment of the actor and that of the observer need not coincide.

It was a global depression, had many causes, the whole story requires you to look at the whole international system. But policy errors in United States, as well as abroad, did play an important role. And in particular as I said, the Federal Reserve failed in this first challenge in both parts of its mission. It did not use monetary policy aggressively to prevent deflation and the collapse in the economy, so it failed in its economic stability function. And it didn't adequately perform its function as lender of last resort allowing many bank failures and a resulting contraction in credit and also with the money supply. So, in that respect, again, the Fed did not fulfill its intended mission.
