What happened was that Nigerians decided that they would like to put a final solution to Igbo problem. They unleashed a massacre. We tried to contain them; they unleashed a second wave more vicious than the previous one. I looked upon the situation, did the best I could for our people who were scattered all over Nigeria. I said okay, this is our boundary. If you can find your way back to within this area, whatever there is within this area would be shared amongst all of us. You have as much right here as anybody who happened to be here. That actually is another way of seeing the declaration of Biafra and they had a goal and aim in their flight. The other thing to bear in mind is that we didn't really wage a war. What we did was resist Gowon's coup d'état and I hope that he would enter the Guinness Book of Records as the person who has waged a coup longer than any body else because the whole three years, he was actually trying to legitimize his coup.

Something radical is needed, and it will have to go far wider than physics. A new world outlook is being forged, but much experiment and argument will be needed before it can take a definitive form. It must be coherent, it must include and illuminate the new knowledge of fundamental particles and their complex fields, it must resolve the paradoxes of wave and particle, it must make the world inside the atom and the wide spaces of the universe equally intelligible. It must have a different dimension from all previous world views, and include in itself an explanation of development and the origin of new things. In this it will fall naturally in line with the converging tendencies of the biological and social sciences in which a regular pattern blends with their evolutionary history.

Germany agreed to restrict her Navy to one third the size of the British but was accorded the right to build submarines, explicitly denied her by the peace treaty, up to 60 percent of British strength, and to 100 percent in case she decided it was necessary to her security, which she shortly did. Germany also pledged that her U-boats would never attack unarmed merchant ships, a word that she went back on from the very beginning of the second war. As soon as the deal with Britain was concluded Germany laid down two battleships, the Bismarck and Tirpitz, with a displacement of over 45,000 tons. By the terms of the Washington and London naval accords, Britain, France, Italy, Japan, and the United States had to limit their battleships to 35,000 tons. Great Britain, as the French contended, had no legal right to absolve Germany from respecting the naval clauses of the Versailles Treaty. And, as many Frenchmen added, no moral right either.

Philosophers who have supposed that actual action was required if 'good' were to be used in a sincere evaluation have got into difficulties over weakness of will, and they should surely agree that enough has been done if we can show that any man has reason to aim at virtue and avoid vice. But is this impossibly difficult if we consider the kinds of things that count as virtue and vice? Consider, for instance, the cardinal virtues, prudence, temperance, courage and justice. Obviously any man needs prudence, but does he not also need to resist the temptation of pleasure when there is harm involved? And how could it be argued that he would never need to face what was fearful for the sake of some good? It is not obvious what someone would mean if he said that temperance or courage were not good qualities, and this not because of the 'praising' sense of these words, but because of the things that courage and temperance are.

Needless to say, the history of the United States has been marred from its inception by an enormous quantity of unjust laws, far too many expressly bolstering the oppression of Black people. Particularized reflections of existing social inequities, these laws have repeatedly borne witness to the exploitative and racist core of the society itself. For Blacks, Chicanos, for all nationally oppressed people, the problem of opposing unjust laws and the social conditions which nourish their growth, has always had immediate practical implications. Our very survival has frequently been a direct function of our skill in forging effective channels of resistance. In resisting, we have sometimes been compelled to openly violate those laws which directly or indirectly buttress our oppression. But even when containing our resistance within the orbit of legality, we have been labeled criminals and have been methodically persecuted by a racist legal apparatus.
