The day after Pearl Harbor our Navy's position in the Pacific was extremely grave. The bulk of our major ships had been put out of commission for a year; only our small Asiatic Fleet under Admiral Hart in the Philippines and portions of the Pacific Fleet that had been absent from Pearl Harbor on the day of the attack were in fighting condition in the Pacific. Even Hawaii might be attacked and overrun at any moment. And in the Atlantic the Axis submarines were destroying a tremendous tonnage of our shipping within sight of our very shores. Then, even at the lowest of the war tide, the decision was made, and correctly: first fight for time, especially in the Pacific- and then assemble the might to conquer first Italy and then Germany, and then inevitably Japan must succumb.

When a human soul goes out of the body, some great mystery happens. For if it is guilty of sins, then there come hordes of demons, evil angels and dark forces, take that soul and drag it to their side.
No one should be surprised at that, because if a man surrendered and fell prey to them while still alive in this world, will not they have even greater control over him and enslave him when he departs from this world?
As for the other, the better part of people, something different happens to them. There are Angels around the holy servants of God in this life; the holy spirits surround them and protect them; and when their souls are separated from the body, the choir of Angels welcomes them into their fellowship, into a bright life, and thus leads them to the Lord.

The most secure nation in the whole of Europe, until it roused suspicions and fears against itself, was Germany. The German people who believe stories of encirclement cannot help recognising that their latest policy of military expansion, together with the circumstances of its declaration-an army greater than that of any other nation in Europe, an air force already declared equal to ours, a fleet that would be equal to the French and superior to the Italian-must rouse fear and unsettlement in the mind of every nation at which it can strike, and inevitably force the sound pacific idea of general collective security into the dangerous form of military alliances. The nations which were backward in making their contributions are now congratulating themselves that they waited for Germany to make its contribution first.

When one recalls the lessons of 1814, 1870 and 1914-18 it is not to be wondered at that those who dwell within daily sight of the scars due to the tearing wounds inflicted by Teutonic hands on their living land should have a natural apprehension lest the same calamities should befall again. Stripped of some of its richest provinces, Germany has still a population 50 per cent above that of France. The German is industrious, intelligent and resourceful, and although he is poor to-day such qualities soon make riches. He will therefore, so Frenchmen realise, once more become a formidable menace. The Teuton is on the French nerves. This accounts for the anxiety to keep him chained by Treaties, impoverished by levies, and overawed by armaments.

The one major area of these negotiations where the end is in sight, yet where a fresh start is badly needed, is in a treaty to outlaw nuclear tests. The conclusion of such a treaty, so near and yet so far, would check the spiraling arms race in one of its most dangerous areas. It would place the nuclear powers in a position to deal more effectively with one of the greatest hazards which man faces in 1963, the further spread of nuclear arms. It would increase our security - it would decrease the prospects of war. Surely this goal is sufficiently important to require our steady pursuit, yielding neither to the temptation to give up the whole effort nor the temptation to give up our insistence on vital and responsible safeguards.
