Some commentators point out that with present birth rates it will not be long before Negroes are a majority in many of the major cities of the nation. As a consequence, they can be expected to take political control, and many people are apprehensive at this prospect. Negroes do not seek political control by this means. They seek only what they are entitled to and do not wish for domination purchased at the cost of human misery. Negroes were once bred by slave owners to be sold as merchandise. They do not welcome any solution which involves population breeding as a weapon. They are instinctively sympathetic to all who offer methods that will improve their lives and offer them fair opportunity to develop and advance as all other people in our society.

we have heard as yet only the proceedings of the first day of Burr's trial, which from the favor of the Marshal and judge promises him all which can depend on them. A grand jury of two federalists, four (Tertium) Quids and ten republicans does not seem to be a fair representation of the state of Virginia. But all this will shew the original error of establishing a judiciary independant of the nation, and which, from the citadel of the law can turn it's guns on those they were meant to defend, and controul and fashion their proceedings to it's own will. I have always entertained a high opinion of the Marshal's integrity and political correctness. But, in a state where there are not more than eight Quids, how five of them should have been summoned on one jury is difficult to explain from accident.

We see sad scenes by the wayside, small and wretched hovels in quarries and nooks of the roads in which some wretched family finds shelter. The children leave an impression of misery on the mind which can never be effaced. Houses unroofed and lands waste and de-populated, are the memorials of the frightful calamities through which the country has passed. The proprietors are nearly all bankrupt, great numbers of the farmers are gone away, thousands of the peasantry are in the work-houses or in their graves. I believe we can form no fair idea of what has passed in these districts within the last four years, and I see no great prospect of a solid improvement. Cheap grace is the deadly enemy of our Church. We are fighting to-day for costly grace. Cheap grace means grace sold on the market like cheapjacks' wares. The sacraments, the forgiveness of sin, and the consolations of religion are thrown away at cut prices. Grace is represented as the Church's inexhaustible treasury, from which she showers blessings with generous hands, without asking questions or fixing limits. Grace without price; grace without cost! The essence of grace, we suppose, is that the account has been paid in advance; and, because it has been paid, everything can be had for nothing. Since the cost was infinite, the possibilities of using and spending it are infinite. What would grace be if it were not cheap?

Experience also shows that to be effective, we must adopt a model of partnership, not paternalism. This approach is based on our conviction that people in the developing world have the capacity to improve their own lives, and will rise to meet high expectations if we set them. America has sought to apply this model in our Emergency Plan for AIDS Relief. Every nation that receives American support through this initiative develops its own plan for fighting HIV/AIDS and measures the results. And so far, these results are inspiring. Five years ago, 50,000 people in sub-Sahara Africa were receiving treatment for HIV/AIDS. Today, that number is nearly 1.7 million. We're taking a similar approach to fighting malaria, and so far, we've supported local efforts to protect more than 25 million Africans.
