But such professions will probably require much more creativity and flexibility than current run-of-the-mill jobs, and it is unclear whether forty-year-old cashiers or insurance agents will be able to reinvent themselves as virtual-world designers (try to imagine a virtual world created by an insurance agent!). And even if they do so, the pace of progress is such that within another decade they might have to reinvent themselves yet again. After all, algorithms might well outperform humans in designing virtual worlds too. The crucial problem isn't creating new jobs. The crucial problem is creating new jobs that humans perform better than algorithms.20.

Traditionally, economic analysis treats the economic system as one of the givens. The term "design" in the title is meant to stress that the structure of the economic system is to be regarded as an unknown. An unknown in what problem? Typically that of finding a system that would be, in a sense to be specified, superior to the existing one. The idea of searching for a better system is at least as ancient as Plato's Republic, but it is only recently that tools have become available for a systematic, analytical approach to such search procedures. This new approach refuses to accept the institutional status quo of a particular time and place as the only legitimate object of interest and yet recognizes constraints that disqualify naive Utopias.

I have three objections to my honourable Friend's wider proposal that exchange control powers be used to require the fixing of exchange by merchants on entering into both export and import contracts. The first is that I think it excessively paternalistic to require a merchant to protect himself against a risk he is prepared to take. Secondly, I think it wrong to impose a condition which is likely to cause one group of merchants a loss, for the purpose of providing the other group with protection at no cost to them. Thirdly, I do not think it is in fact practicable to enforce such a system. I am sorry to be so negative, but I am sure that the solution to my honourable Friend's problem should not depend on compulsion but on the provision of voluntary protection on insurance principles.

Bureaucracy is the business of controlling other humans, making them do what you want them to do. That may be acceptable if what you are asking them to do is reasonable, rational and for the common good, but more likely what bureaucrats ask is treasonable, nonsensical and counterproductive to the public good. This is because the primary business of a bureaucrat, left unchecked, is creating more bureaucracy to further his or her own prestige and power. The result is that rules are in place serving no function but to keep bureaucrats in work and to expand their bureaucratic fiefdom. Before you know it you can't even hold a village fete without filling out more than fifteen different forms from various arms of the government.
