The enterprise engineer must be a leader, a designer, and a synthesizer. He is a doer. He understands theory as a guide to practice. He must concern himself with human organization because the pace and success of technology are becoming more dependent on interaction with the social system and less on scientific discovery. In private as well as public research and development, such men must find ways to reverse the deterioration of ethics and efficiency. They will strengthen the information links between physical design and the public so that technology can better serve society. In the public sector they must show the level of wisdom and leadership that can co-ordinate great engineering projects with politics. They will recognise that informing the public and becoming a nucleus for crystallising public opinion is even more important in many programmes than is the underlying science.

I reproach myself for a gross error. But I would reproach myself more if I had persisted in an error after observations revealed it clearly to be that. It is a recognition of the primacy of brute fact over pretty theory. That part of the future that cannot be related to the present's past is precisely what science cannot hope to capture. Fortunately, there is plenty of work for science to do, plenty of scientific tasks not yet done.

The first economic revolution was not a revolution because it shifted man's major economic activity from hunting and gathering to settled agriculture. It was a revolution because the transition created an incentive change for mankind of fundamental proportions. The incentive change stems from the different property rights under the two systems. When common property rights over resources exist, there is little incentive for the acquisition of superior technology and learning. In contrast, exclusive property rights which reward the owners provide a direct incentive to improve efficiency and productivity, or, in more fundamental terms, to acquire more knowledge and new techniques. It is this change in incentive that explains the rapid progress made by mankind in the last 10,000 years in contrast to his slow development during the long era as a primitive hunter/gatherer.

For reasons of security, our submarine operations throughout the Pacific can be discussed only in very general terms. No branch of the naval service, however, has acquitted itself more creditably. Submarine commanding officers are skillful, daring and resourceful. Their crews are well trained and efficient. Their morale is high, and in direct ratio to the success of submarine operations. Materially our submarines are in excellent shape, and we have kept up to the minute in all features of design and scientific development and research. The versatility of our submarines has been so repeatedly demonstrated throughout the war that the Japanese know only too well that in no part of the Pacific Ocean are they safe from submarine attack. Systems science and technology constitute one aspect of systems thinking, but the humanities and arts make up the other. The fact that design plays such a large part in the systemic treatment of problems makes it apparent that art has a major role in it as well. Ethics and aesthetics are integral aspects of evaluating systems... the systems approach involves the pursuit of truth (science) and its effective use (technology), plenty (economics), the good (ethics and morality), and beauty and fun (aesthetics). To compare systems methodology with that of any of the so-called ‘hard' disciplines-for example, physics-is to misunderstand the nature of systems. The worry is not that the systems approach is not scientific in the sense which physics or chemistry or biology is, but that some try to make it scientific in that sense. To the extent they succeed, they destroy it.
