Is democracy in crisis? This question is being posed with increasing urgency by some of the leading statesmen of the West, by columnists and scholars, and- if public opinion polls are to be trusted- even by the publics. In some respects, the mood of today is reminiscent of that of the early twenties, when the views of Oswald Spengler regarding "The Decline of the West" were highly popular. This pessimism is echoed, with obvious Schadenfreude, by various communist observers, who speak with growing confidence of "the general crisis of capitalism" and who see in it the confirmation of their own theories.

It is quite evident that the Soviet system today represents the exact opposite of almost everything that the left in the West is striving for - obsessive state secrecy rather than freedom of information, centralised bureaucratic control instead of devolved decision making and public accountability, total state power over the individual as opposed to inalienable civil liberties, authoritarian economic management rather than trade union freedom and industrial democracy, and a government-manipulated media instead of greater diversity and choice in news and information sources.

There are many who say in effect that public opinion has little to do with war, that it is explained by the influence of the vested interests who profit by it - armament makers or groups of capitalists. But even when we have admitted that those interests do exert great influence, it only pushes the question further back. Why are the mass of men, millions, powerless in this matter as against a tiny minority, a few dozen or a few score or a few hundred who profit by the general disaster? There are undoubtedly some who say to the millions in effect: "We should like you to go to war because it would expand our profits."
