The Negro voter ... had, then, but one clear economic ideal and that was his demand for land, his demand that the great plantations be subdivided and given to him as his right. This was a perfectly fair and natural demand and ought to have been an integral part of Emancipation. To emancipate four million laborers whose labor had been owned, and separate them from the land upon which they had worked for nearly two and a half centuries, was an operation such as no modern country had for a moment attempted or contemplated. The German and English and French serf, the Italian and Russian serf, were, on emancipation, given definite rights in the land. Only the American Negro slave was emancipated without such rights and in the end this spelled for him the continuation of slavery.

If we measured success by longevity, then dinosaurs must rank as the number one success story in the history of land life. Not only did dinosaurs exercise an airtight monopoly as large land animals, they kept their commanding position for an extraordinary span of time - 130 million years. Our own human species is no more than a hundred thousand years old. And our own zoological class, the Mammalia, the clan of of warm-blooded furry creatures, has ruled the land ecosystem for only seventy million years. True, the dinosaurs are extinct, but we ought to be careful in judging them inferior to our own kind. Who can say that the human system will last another thousand years, let alone a hundred million? Who can predict that our Class Mammalia will rule for another hundred thousand millennia?

Three and a half million years separate the individual who left these footprints in the sands of Africa from the one who left them on the moon. A mere blink in the eye of evolution. Using his burgeoning intelligence, this most successful of all mammals has exploited the environment to produce food for an ever-increasing population. In spite of disasters when civilisations have over-reached themselves, that process has continued, indeed accelerated, even today. Now mankind is looking for food, not just on this planet but on others. Perhaps the time has now come to put that process into reverse. Instead of controlling the environment for the benefit of the population, perhaps it's time we control the population to allow the survival of the environment.

Some commentators point out that with present birth rates it will not be long before Negroes are a majority in many of the major cities of the nation. As a consequence, they can be expected to take political control, and many people are apprehensive at this prospect. Negroes do not seek political control by this means. They seek only what they are entitled to and do not wish for domination purchased at the cost of human misery. Negroes were once bred by slave owners to be sold as merchandise. They do not welcome any solution which involves population breeding as a weapon. They are instinctively sympathetic to all who offer methods that will improve their lives and offer them fair opportunity to develop and advance as all other people in our society.
