A review of our party's seventy-plus-year history elicits an important conclusion. Our party earned the people's support during the historical periods of revolution, construction and reform because it always represented the requirements for developing China's advanced productive forces, the orientation of China's advanced culture and the fundamental interests of the overwhelming majority of the Chinese people. The party also earned popular support because it fought tirelessly to realize the fundamental interests of the country and the people by formulating a correct line, principles and policies. Today, humanity once again stands at the beginning of a new century and a new millennium. How our party can better effectuate the Three Represents under the new historical conditions is a major issue all Party comrades, especially high-ranking party cadres, must consider deeply.

Our party has a mass character, and hundreds of thousands of member. Owing to the situation in our country the bulk of Party members spring from the petty bourgeoisie. There is nothing surprising in it. IN the beginning under the influence of bourgeois ideology the stand of some Party members may lack firmness, their outlook may be confused and their thinking not quite correct, but owing to the fact that they have been tempered in the revolution and the war of resistance, our Party members are by and large good militants, faithful to the Party and the revolution. Those Comrades know that those Party members who commit errors will lead the masses into error; therefore, they stand ready to correct any mistake they may make, and this in a timely way, and do not allow small errors accumulate into big ones. They sincerely practice criticism and self-criticism, which makes it possible for them to progress together.

The first economic revolution was not a revolution because it shifted man's major economic activity from hunting and gathering to settled agriculture. It was a revolution because the transition created an incentive change for mankind of fundamental proportions. The incentive change stems from the different property rights under the two systems. When common property rights over resources exist, there is little incentive for the acquisition of superior technology and learning. In contrast, exclusive property rights which reward the owners provide a direct incentive to improve efficiency and productivity, or, in more fundamental terms, to acquire more knowledge and new techniques. It is this change in incentive that explains the rapid progress made by mankind in the last 10,000 years in contrast to his slow development during the long era as a primitive hunter/gatherer.

It is a kind of shared consciousness that begins its work on you as soon as you enter it, if not well before, a consciousness that begins to separate you from the country possibly even before you decide to journey toward it. It encircles you with forces much greater than the walls and gates which imitate tinier villages or towns. People who come to it come seeking the future, not realizing all that will finally affect them in it is their own, only more or less aware, involvement with the past.
