What I mean by the "pursuit of learning" is not the ability to read classical texts and study ancient history, but to be fully acquainted with conditions all over the world and to have a keen awareness of what is going on abroad and around us. Now from what I can see world trends and conditions are still unsettled, and as long as they remain unsettled there is still a chance that something can be done. First, therefore, we must rectify conditions in our own domain, after which conditions in other domains can be rectified. This having been done, conditions at court can be rectified and finally conditions throughout the whole world can be rectified. First one must set an example oneself and then it can be extended progressively to others. This is what I mean by the "pursuit of learning."

Traditionally, economic analysis treats the economic system as one of the givens. The term "design" in the title is meant to stress that the structure of the economic system is to be regarded as an unknown. An unknown in what problem? Typically that of finding a system that would be, in a sense to be specified, superior to the existing one. The study of inbreeding depression seems to me especially important in the study of human abilities, because inbreeding depression indicates genetic dominance, and the presence and degree of dominance are related to natural selection for the trait in the course of its biological evolution. It was of great interest to me to discover, for example, that of the several ability factors that can be extracted from the various subtests of the Wechsler Intelligence Scale for Children, the one that shows the greatest susceptibility to inbreeding depression is the g factor (Jensen, 1983b). This finding indicates that one of our most widely used standard psychometric tests of intelligence yields scores that reflect some part of the variance in the biological intelligence that has developed in the course of human evolution.
