The first essential of civilization is law. Anarchy is simply the handmaiden and forerunner of tyranny and despotism. Law and order enforced with justice and by strength lie at the foundations of civilization. Law must be based upon justice, else it cannot stand, and it must be enforced with resolute firmness, because weakness in enforcing it means in the end that there is no justice and no law, nothing but the rule of disorderly and unscrupulous strength. Without the habit of orderly obedience to the law, without the stern enforcement of the laws at the expense of those who defiantly resist them, there can be no possible progress, moral or material, in civilization. There can be no weakening of the law-abiding spirit here at home, if we are permanently to succeed; and just as little can we afford to show weakness abroad.

With peace has come prosperity. Burdens have been great, but the strength to bear them has been greater. The condition of those who toil is higher, better, more secure than in all the ages past. Out of the darkness of a great conflict has appeared the vision of a nearer, clearer than ever before, the life on earth and less under the deadening restraint of course more and more under the vitalizing influence of reason. Moral power has been triumphing over physical power. Education will tend to bring reason and experience of the past into the solution of the problems of the future. We must look to service and not selfishness, for service is the foundation of progress. Today's looting and acts of violence in Baltimore will not be tolerated. In response, I have put the Maryland National Guard on alert so they can be in position to deploy rapidly as needed. I strongly condemn the actions of the offenders who are engaged in direct attacks against innocent civilians, businesses and law enforcement officers. There is a significant difference between protesting and violence and those committing these acts will be prosecuted under the fullest extent of the law.My thoughts and prayers go out to the men and women in uniform who are actively working to stem this violence and several who been injured in the line of duty. These malicious attacks against law enforcement and local communities only betray the cause of peaceful citizens seeking answers and justice following the death of Freddie Gray.

I stress the strength of our economy because it is essential to the strength of our nation. And what is true in our case is true in the case of other countries. Their strength in the struggle for freedom depends on the strength of their economic and their social progress. We would be badly mistaken to consider their problems in military terms alone. For no amount of arms and armies can help stabilize those governments which are unable or unwilling to achieve social and economic reform and development. Military pacts cannot help nations whose social injustice and economic chaos invite insurgency and penetration and subversion. The most skillful counter-guerrilla efforts cannot succeed where the local population is too caught up in its own misery to be concerned about the advance of communism.
