An essential distinction exists between two stages in the process of advancing our knowledge of the laws of physical phenomena; the first stage consists in observing the relations of phenomena, whether of such as occur in the ordinary course of nature, or of such as are artificially produced in experimental investigations, and in expressing the relations so observed by propositions called formal laws. The second stage consists in reducing the formal laws of an entire class of phenomena to the form of a science; that is to say, in discovering the most simple system of principles, from which all the formal laws of the class of phenomena can be deduced as consequences.

Isaac Newton's Philosophae Naturalis Principia Mathematica abstracted time from events, establishing its tractability to scientific calculation. Conceived as pure, absolute duration, without qualities, it conforms perfectly to its mathematical idealization (as the real number line). Since time is already pure, its reality indistinguishable from its formalization, a pure mathematics of change – the calculus – can be applied to physical reality without obstruction. The attitude of Aristotelian physics toward lawfulness takes a new direction. So long as lawfulness remained limited to such processes as occurred repeatedly in the same way, it is evident, not only that the young physics still lacked the courage to extend the principle to all physical phenomena, but also that the concept of lawfulness still had a fundamentally historic, a temporally particular, significance. Stress was laid not upon the "general validity” which modem physics understands by lawfulness, but upon the events in the historically given world which displayed the required stability. The highest degree of lawfulness, beyond mere frequency, was characterized by the idea of the always eternal.
