We view the permanent solution in the framework of State of Israel which will include most of the area of the Land of Israel as it was under the rule of the British Mandate, and alongside it a Palestinian entity which will be a home to most of the Palestinian residents living in the Gaza Strip and the West Bank. We would like this to be an entity which is less than a state, and which will independently run the lives of the Palestinians under its authority. The borders of the State of Israel, during the permanent solution, will be beyond the lines which existed before the Six Day War. We will not return to the 4 June 1967 lines.

The fact that the most arbitrary powers of the English executive must always be exercised under Act of Parliament places the government, even when armed with the widest authority, under the supervision, so to speak, of the Courts. Powers, however extraordinary, which are conferred or sanctioned by statute, are never really unlimited, for they are confined by the words of the Act itself, and, what is more, by the interpretation put upon the statute by the judges. And this is where it went. In places all around the eastern Mediterranean the sea is separated from the mainland by strips of flat marshy land like this. Made up of the soil that once clothed the hills beyond. All this was deposited during the last 2000 years. This is the marsh that now separates the sea from the city of Ephesus. These ruined buildings mark the edge of the quay where once merchant ships lay moored. As the harbour died, so did the trade upon which the city's wealth was based, and so, well, ultimately did Ephesus itself. What was once one of the most splendid cities in the Roman Empire fell into decay and was abandoned.
