At our worst in the Middle East, we unreservedly supported-or enthroned-medieval despots who suppressed popular liberation efforts, thus driving moderate dissidents into the arms of fanatics. From our diplomatic personnel held hostage in Iran a generation ago, to the September 11, 2001 terrorist attack on the United States, we have suffered for our support of repressive "stable" regimes that radicalized their own impoverished citizens. In the interests of stability, we looked the other way while secret police tortured and shabby armies massacred their own people, from Iran to Guatemala. But the shah always falls. Would that we could tattoo that on the back of every diplomat's hand: The shah always falls.

In Hawaii the United States has another possible source of undesirable immigration. The dominant element among its third of a million inhabitants is the Japanese, who have held themselves aloof from the other residents and shown little tendency to intermarry. Every Japanese child born in the islands is an American citizen, with the full right of entry to the mainland. The greater part of the rest of the population is a mongrel crowd. Chinese and native Hawaiians, until quite recently, have shown a marked tendency to intermarry. Every effort should be made to find some constitutional way by which Hawaii can be prevented from becoming a continuous source of supply of undesirable citizens of the United States.

Look, when I did the Free Trade Agreement, I didn't know how it was going to turn out. I thought it was the right thing to do. I believed it was the way of the future. If you looked at it in the new millenium, you would say this was so obvious that it had to be done. Without it, Canada would be small and atrophied. The Free Trade Agreement and NAFTA will be regarded one hundred years from now as a major defining moment in the evolution of Canada. The New York Times did a big article in the financial section on NAFTA and they basically said, the United States and Mexico might have a little trouble with this, but, boy, Canada sure doesn't. Canada has emerged the true winner on everything.

The professional administrators - especially those at higher levels - serve key roles at the boundary of the organization, between the professionals inside and interested parties - governments, client associations, and so on - on the outside. On the one hand, the administrators are expected to protect the professionals' autonomy, to "buffer" them from external pressures. On the other hand, the administrators are expected to woo these outsiders to support the organization, both morally and financially. Thus, the external roles of the manager-maintaining liaison contacts, acting as figurehead and spokesman in a public relations capacity, negotiating with outside agencies-emerge as primary ones in professional administration.

We no longer have political movements. While thousands of us may come together for a rally or march, we are bound together on such occasions by a single shared interest. Any effort to convert such interests into collective goals is usually undermined by the fragmented individualism of our concerns. Laudable goals-fighting climate change, opposing war, advocating public healthcare or penalizing bankers-are united by nothing more than the expression of emotion. In our political as in our economic lives, we have become consumers: choosing from a broad gamut of competing objectives, we find it hard to imagine ways or reasons to combine these into a coherent whole. We must do better than this.
