I am presently at work on a dissertation dealing with the theory of international trade and foreign exchange rates. In dealing with this, studies of the intervention of recent years in the area of trade and exchange rates of different countries is of the greatest importance. I therefore hope to be able to begin a six month study tour to Switzerland, France and England at the end of May this year. After having collected the necessary material I intend - if the economic side can be arranged - during a stay of 6–12 months in England (probably Cambridge) or possibly the United States (in that case probably Harvard University) - to work out the above mentioned dissertation as a specimen for the doctoral degree in philosophy and pursue studies in general. I have not yet any detailed study plan. That should appropriately be set up after the arrival.

It is necessary to separate aesthetics from art because aesthetics deals with opinions on perception of the world in general. In the past one of the two prongs of art's function was its value as decoration. So any branch of philosophy that dealt with "beauty” and thus, taste, was inevitably duty bound to discuss art as well. Out of this "habit” grew the notion that there was a conceptual connection between art and aesthetics, which is not true. This idea never drastically conflicted with artistic considerations before recent times, not only because the morphological characteristics of art perpetuated the continuity of this error, but as well, because the apparent other "functions” of art (depiction of religious themes, portraiture of aristocrats, detailing of architecture, etc.) used art to cover up art.

Development means a capacity for self-sustaining growth. It means that an economy must register advances which in turn will promote further progress. The loss of industry and skill in Africa was extremely small, if we measure it from the viewpoint of modern scientific achievements or even by standards of England in the late eighteenth century. However, it must be borne in mind that to be held back at one stage means that it is impossible to go on to a further stage. When a person was forced to leave school after only two years of primary school education, it is no reflection on him that he is academically and intellectually less developed than someone who had the opportunity to be schooled right through to university level. What Africa experienced in the early centuries of trade was precisely a loss of development opportunity, and this is of the greatest importance.

Our last call in Zagreb before returning to Washington was on U. N. Secretary-General Boutros-Ghali's senior representative in the former Yugoslavia, Yasushi Akashi, whom I had known since my two visits to Cambodia in 1992. Akashi had been harshly treated by the press and castigated by critics of the U. N. for his weakness. But it was entirely not his fault: he was operating under tight constraints imposed by Boutros-Ghali. Furthermore, Akashi was virtually ignored by General Janvier and the U. N. military. (...) Some people, myself included, advocated foreign intervention in Bosnia and Kosovo while opposing our adventure in Iraq. Sam Moyn might find this inconsistent, but (on this occasion at least) it is the world that is inconsistent, not us. During the Balkan wars individuals' rights were under ascertainable threat in real time. Outside intervention could make a difference, and it did. This was not the case in Iraq. We should always be suspicious of the invocation of universal "rights” as a cover for sectional interests. But it doesn't follow from this that talk of rights is "really” always about something else. Sometimes it is, and sometimes it isn't. How, then, should we adjust our response? Well, there is a serviceable Keynesian answer to that: "When the facts change, I change my mind. What do you do?”.

A long decade ago economic growth was the reigning fashion of political economy. It was simultaneously the hottest subject of economic theory and research, a slogan eagerly claimed by politicians of all stripes, and a serious objective of the policies of governments. The climate of opinion has changed dramatically. Disillusioned critics indict both economic science and economic policy for blind obeisance to aggregate material "progress," and for neglect of its costly side effects. Growth, it is charged, distorts national priorities, worsens the distribution of income, and irreparably damages the environment. Paul Erlich speaks for a multitude when he says, "We must acquire a life style which has as its goal maximum freedom and happiness for the individual, not a maximum Gross National Product."
