For the development of nationhood from one or more ethnicities, by far the most important and widely present factor is that of an extensively used vernacular literature. A long struggle against an external threat may also have a significant effect as, in some circumstances, does state formation, though the latter may well have no national effect whatever elsewhere. A nation may precede or follow a state of its own but it is certainly assisted by it to a greater self-consciousness. Most such developments are stimulated by the ideal of a nation-state and of the world as a society of nations originally 'imagined', if you like the word, through the mirror of the Bible, Europe's primary textbook, but turned into a formal political philosophy no earlier than the nineteenth century and then next to canonised by President Woodrow Wilson and the Versailles peace settlement of 1920.

Whatever else we can say about this referendum campaign, we have touched sections of the community who've never before been touched by politics. These sections of the community have touched us and touched the political process. I don't think that will ever be allowed to go back to business as usual in politics again. So friends, sometimes it's best to reflect where we are on a journey. 45 per cent, 1.6 million of our fellow citizens voting for independence, I don't think that any of us whenever we entered politics would have thought such a thing to be either credible or possible. Today of all days as we bring Scotland together let us not dwell on the distance we have fallen short. Let us dwell on the distance we have travelled and have confidence that the movement is so broad in Scotland that it will take this nation forward and we shall go forward as one nation. My broad position remains firmly libertarian, sceptical of official cover-ups and uncompromisingly internationalist, believing sovereignty to be an almost total illusion in the modern world, although both expecting and welcoming the continuance of strong differences in national traditions and behaviour. I distrust the deification of the enterprise culture. I think there are more limitations to the wisdom of the market than were dreamt of in Mrs Thatcher's philosophy. I believe that levels of taxation on the prosperous, having been too high for many years (including my own period at the Treasury), are now too low for the provision of decent public services. And I think the privatisation of near monopolies is about as irrelevant as (and sometimes worse than) were the Labour Party's proposals for further nationalisation in the 1970s and early 1980s.

We have entered a time of global transition marked by uniquely contradictory trends. Regional and continental associations of States are evolving ways to deepen cooperation and ease some of the contentious characteristics of sovereign and nationalistic rivalries. National boundaries are blurred by advanced communications and global commerce, and by the decisions of States to yield some sovereign prerogatives to larger, common political associations. At the same time, however, fierce new assertions of nationalism and sovereignty spring up, and the cohesion of States is threatened by brutal ethnic, religious, social, cultural or linguistic strife. Social peace is challenged on the one hand by new assertions of discrimination and exclusion and, on the other, by acts of terrorism seeking to undermine evolution and change through democratic means.

The development of economics as a science which is always based on human beings, the creative actors and protagonists in all social processes and events (the subjectivist conception), is undoubtedly the most significant and characteristic contribution made by the Austrian School of economics, founded by Carl Menger. In fact Menger felt it vital to abandon the sterile objectivism of the classical (Anglo-Saxon) school whose members were obsessed with the supposed existence of external objective entities (social classes, aggregates, material factors of production, etc.). Menger held that economists should instead always adopt the subjectivist view of human beings who act, and that this perspective should invariably exert a decisive influence on the way all economic theories are formulated, in terms of their scientific content and their practical conclusions and results.

Development means a capacity for self-sustaining growth. It means that an economy must register advances which in turn will promote further progress. The loss of industry and skill in Africa was extremely small, if we measure it from the viewpoint of modern scientific achievements or even by standards of England in the late eighteenth century. However, it must be borne in mind that to be held back at one stage means that it is impossible to go on to a further stage. When a person was forced to leave school after only two years of primary school education, it is no reflection on him that he is academically and intellectually less developed than someone who had the opportunity to be schooled right through to university level. What Africa experienced in the early centuries of trade was precisely a loss of development opportunity, and this is of the greatest importance.
