There is a process of slow modification and development mainly in directions which I view with misgiving. "Tory democracy," the favourite idea on that side, is no more like the Conservative party in which I was bred, than it is like Liberalism. In fact less. It is demagogism ... applied in the worst way, to put down the pacific, law-respecting, economic elements which ennobled the old Conservatism, living upon the fomentation of angry passions, and still in secret as obstinately attached as ever to the evil principle of class interests. The Liberalism of to-day is better ... yet far from being good. Its pet idea is what they called construction, - that is to say, taking into the hands of the State the business of the individual man. Both the one and the other have much to estrange me, and have had for many, many years.

The evils of a military system, which, after all, every day must attenuate, are light compared with the evils of an anarchic conservatism reinstated in central Europe. Divided Germany means preponderating Russia. What can be more desirable in the interests of the highest civilisation than the interposition in the heart of the European state-system, of a powerful, industrious, intelligent, and progressive people, between the western nations and the half-barbarous Russian swarms? To the careful observer of the history of modern Europe it is plain that increasing vigour and self-conscious strength in Germany are other words for the spread eastwards of the best of those ideas, the most durable of those civilising elements, in which the difference of historic development has enabled England and France to anticipate her.

In India also, for century, education imparted through the medium of a foreign language has unduly dominated its academic life and it has now produced a class of men who are unconsciously so denationalised that any far reaching proposal for the recognition of the Indian languages as the vehicle of teaching and examination up to the highest University stage is either ridiculed as impossible or branded as reactionary. But I plead earnestly for the acceptance of this fundamental principle not on account of any blind adherence to things that I claim as my own but out of a firm conviction that the fullest development of the mind of a learner is possible only by this natural approach and also that by this process alone can there be a great revival of the glory and richness of the Indian languages.

If I were to be asked what two of the root principles are which we should always keep in view in trying to decide on a political issue, in judging of legislation, in judging of political action, I think I should say common sense and the preservation of what always has been the most precious thing in this country-individual freedom. If you apply these tests, you will seldom go far wrong. There are many people to-day who think you can cure the ills of the world by legislation: but you must examine the legislation they propose to see whether it is adapted to the practical experience of daily life, whether the freedom of the individual is affected by it. And if you cannot be satisfied on those points, you may be quite sure that that legislation in the long run will do more harm than it will do good.
