There are those who are going to be disappointed when no life is found on other planets. Not I - I want to be reminded and delighted and surprised once again, through interplanetary exploration, with the infinite variety and novelty of phenomena that can be generated from such simple principles. The test of science is its ability to predict. Had you never visited the earth, could you predict the thunderstorms, the volcanoes, the ocean waves, the auroras, and the colorful sunset? A salutary lesson it will be when we learn of all that goes on on each of those dead planets - those eight or ten balls, each agglomerated from the same dust cloud and each obeying exactly the same laws of physics.

An essential distinction exists between two stages in the process of advancing our knowledge of the laws of physical phenomena; the first stage consists in observing the relations of phenomena, whether of such as occur in the ordinary course of nature, or of such as are artificially produced in experimental investigations, and in expressing the relations so observed by propositions called formal laws. How could such industries as software, semiconductors, and computers have been so innovative despite historically weak patent protection? We argue that if innovation is both sequential and complementary-as it certainly has been in those industries-competition can increase firms' future profits thus offsetting short-term dissipation of rents. A simple model also shows that in such a dynamic industry, patent protection may reduce overall innovation and social welfare. The natural experiment that occurred when patent protection was extended to software in the 1980's provides a test of this model. Standard arguments would predict that R&D intensity and productivity should have increased among patenting firms.

If we are to project our power against the vital areas of any enemy across the ocean before beachheads on enemy territory are captured, it must be by air-sea power; by aircraft launched from carriers; and by heavy surface ships and submarines projecting guided missiles and rockets. If present promise is developed by research, test and production, these three types of air-sea power operating in concert will be able within the next ten years critically to damage enemy vital areas many hundreds of miles inland.
Naval task forces including these types are capable of remaining at sea for months. This capability has raised to a high point the art of concentrating air power within effective range of enemy objectives.
