We are here in the District of Columbia, here in the city of Washington, the most luminous point of American territory; a city recently transformed and made beautiful in its body and in its spirit; we are here in the place where the ablest and best men of the country are sent to devise the policy, enact the laws, and shape the destiny of the Republic; we are here, with the stately pillars and majestic dome of the Capitol of the nation looking down upon us; we are here, with the broad earth freshly adorned with the foliage and flowers of spring for our church, and all races, colors, and conditions of men for our congregation - in a word, we are here to express, as best we may, by appropriate forms and ceremonies, our grateful sense of the vast, high, and preeminent services rendered to ourselves, to our race, to our country, and to the whole world by Abraham Lincoln.

Satan has got a plan; and God has got a plan. God's plan is to fill his creation with people who obey his laws, live in peace, use the preaching of his Word to win souls, and go to live with Him in Heaven. Satan's plan is to reduce the population to zero. He hates humanity, exactly the opposite of Christianity. He wants to promise secret knowledge so that: "you can learn something that nobody else knows." That's what all the lodges promise too, by the way - some kind of secret knowledge. Use the teaching of evolution to get people to accomplish his goals and have people go to hell forever. Satan wants to reduce the population. The Bible says, "All things were created by him, and for him." God made a beautiful planet, beautiful garden and said, "Hey, fill it with people." First thing he said to Adam, was a blessing. "Be fruitful, multiply, replenish the earth." Go fill it up. It's a blessing. This is the first mention of the word, "blessing."

Disarmament conference. Many times I have expressed my desire to see the work of the Washington Conference on Limitation of Armaments appropriately supplemented by further agreements for a further reduction M for the purpose of diminishing the menace and waste of the competition in preparing instruments of international war. It has been and is my expectation that we might hopefully approach other great powers for further conference on this subject as soon as the carrying out of the present reparation plan as the established and settled policy of Europe has created a favorable opportunity. But on account of proposals which have already been made by other governments for a European conference, it will be necessary to wait to see what the outcome of their actions may be. I should not wish to propose or have representatives attend a conference which would contemplate commitments opposed to the freedom of action we desire to maintain unimpaired with respect to our purely domestic policies.

On every hand we hear that the quality of immigration is not what it used to be. This is unwisely construed as meaning that we must withdraw our faith in mankind and raise rigid barriers always. Such a confession would declare the weakness of our institutions and undermine our faith in the principles on which the government is founded. The continuance of our faith is not interrupted by our intense conviction that there is no room in our midst for those whose direct purpose is political, social, or economic mischief, and whose presence jeopardizes the physical or moral health of the community. Certain laws of supply and demand take care, in normal times, of the coming and going of the alien. But it may be that today conditions abroad are so intolerable that men and women run chances in coming over without knowing the actual conditions they must face. Wise immigration laws would deal with such a pressure.

The word Imperialism still has to many people in this country a rather sinister meaning. They associate it-wrongly in my view and in your view-the idea of exploitation, of riding roughshod over the world, of jingoism and of selfishness in public policy. It was not that to Lord Milner, and it is not that to us. It is rather this-the spreading throughout such parts of the world as we control, or in which we have influence, of all those ideas of law, order, and justice which we believe to be peculiar to our own race. It is to help people who belong to a backward civilisation, wisely to raise them in the scale of civilisation-an extraordinarily difficult task, and one which needs wisdom for its consummation. There is no country in the world upon whom that task has been imposed to the same degree as our own country, and it is undoubtedly by the way in which we fulfil that task that we shall be judged at the bar of history, not perhaps to-day, but by those who come after us of our own blood.
