As Soviet power grows, there will be a greater aversion to Communist parties everywhere. So we must practice the techniques of withdrawal. Never appear in the foreground; let our friends do the work. We must always remember that one sympathizer is generally worth more than a dozen militant Communists. A university professor, who without being a party member, lends himself to the interests of the Soviet Union, is worth more than a hundred men with party cards. A writer of reputation, or a retired general, are worth more than 500 poor devils who don't know any better than to get themselves beaten up by the police. Every man has his value, his merit. The writer who, without being a party member, defends the Soviet Union, the union leader who is outside our ranks but defends Soviet international policy, is worth more than a thousand party members.

I am presently at work on a dissertation dealing with the theory of international trade and foreign exchange rates. In dealing with this, studies of the intervention of recent years in the area of trade and exchange rates of different countries is of the greatest importance. I therefore hope to be able to begin a six month study tour to Switzerland, France and England at the end of May this year. After having collected the necessary material I intend - if the economic side can be arranged - during a stay of 6–12 months in England (probably Cambridge) or possibly the United States (in that case probably Harvard University) - to work out the above mentioned dissertation as a specimen for the doctoral degree in philosophy and pursue studies in general. I have not yet any detailed study plan. That should appropriately be set up after the arrival.

Like any internationalist, I embrace Scotland's interdependence and the advantages that such interdependence confers. But in international relations - perhaps even more than the economic sphere - there are major advantages to pursuing an independent policy that promotes Scotland's global interests. Indeed it precisely because we live in an interdependent world - one where markets are integrating and information flow is unstoppable - a world where the reality of climate change acts as a daily reminder of our reliance on each other - that independence matters. Interdependence is a welcome fact of modern global politics. What matters in the Scottish national interest - above all else - are the terms on which Scotland engages. The equality of esteem, of authority between nations matters more now than it has ever done.

Maybe it's low-wage work in general that has the effect of making you feel like a pariah. When I watch TV over my dinner at night, I see a world in which almost everyone makes $15 an hour or more, and I'm not just thinking of the anchor folks. The sitcoms and dramas are about fashion designers or schoolteachers or lawyers, so it's easy for a fast-food worker or nurse's aide to conclude that she is an anomaly - the only one, or almost the only one, who hasn't been invited to the party. And in a sense she would be right: the poor have disappeared from the culture at large, from its political rhetoric and intellectual endeavors as well as from its daily entertainment. Even religion seems to have little to say about the plight of the poor, if that tent revival was a fair sample. The moneylenders have finally gotten Jesus out of the temple.

Capitalism should not be condemned, since we haven't had capitalism. A system of capitalism presumes sound money, not fiat money manipulated by a central bank. Capitalism cherishes voluntary contracts and interest rates that are determined by savings, not credit creation by a central bank. It's not capitalism when the system is plagued with incomprehensible rules regarding mergers, acquisitions, and stock sales, along with wage controls, price controls, protectionism, corporate subsidies, international management of trade, complex and punishing corporate taxes, privileged government contracts to the military-industrial complex, and a foreign policy controlled by corporate interests and overseas investments. Add to this centralized federal mismanagement of farming, education, medicine, insurance, banking and welfare. This is not capitalism!

Revision is a dangerous word. Revision should never appear, I venture to think, in the mouth of a statesman or in the policy of a Government until they are prepared to define very closely the limits within which they think revision should take place. The long history of this country has in one sense been a history of the revision of Treaties. We have revised and revised and what have we got for it? What concession once made has any longer kept the value it had before it was revised? Of which of these concessions can it be said at this present moment that it has tempered feeling in Germany, that it has produced that friendly spirit that those who made it desired to promote? What is passing in Germany seems to me to render this a singularly inopportune moment to talk about the revision of Treaties.
