Over the years, many nations have made well-intentioned efforts to promote these goals. Yet the success of these efforts must be measured by more than intentions, they must be measured by results. My Nation has placed an insistence on results at the heart of our foreign assistance programs. We launched a new initiative called the Millennium Challenge Account, which directs our help to countries that demonstrate their ability to produce results by governing justly, and fighting corruption, and pursuing market-based economic policies, as well as investing in their people. Every country and institution that provides foreign assistance, including the United Nations, will be more effective by showing faith in the people of the developing world and insisting on performance in return for aid.

Everyone who wishes to help bring the world out of the economic woes will line up to get a chip implanted! It's safe, simple and already available. It's been tested on animals for years. One little chip under the skin and everyone can be identified and conduct business electronically! No more theft, bad checks, waiting for checks to clear, stolen credit cards, armored cars, stolen ID, waiting lines at stores or airports, etc. Just little archways to walk through that can quickly scan who you are and automatically deduct the "cash” from your account or verify your identity! This nation early laid down as the moral basis for its existence the principles of equality and liberty. However much Americans have dodged this conviction, they have refused to adjust their laws to their own license. When all is said and done, I hope that when the people of our country next return the White House for a time to the Democratic Party, our leadership then will be big enough to salute the present administration for what it will have done that is wise and good. And to build upon it forthrightly.
Towards that end, we must now expand our concept of what is needed to reach the goals upon which we all agree. The United States needs to create a world made more just and more hopeful, not just a world made more profitable for ourselves. I hope that this President's record makes it damn hard for the competition to complain about his record in foreign policy. That may be bad for the loyal opposition. But it's good for the people, who deserve it. And I promise my support for whatever he may do in support of that prayer.
