It has been an unrelenting, but, I have to accept, at least partly successful campaign to persuade Britain that Europe is a conspiracy aimed at us, rather than a partnership designed for us and others to pursue our national interest properly in a modern, interdependent world. It is right to confront this campaign head on. Provided that the treaty embodies the essential British positions, we shall agree to it as a Government. Once agreed – either at the June Council, which is our preference, or subsequently – Parliament should debate it in detail and decide upon it. Then, let the people have the final say.

Millions of people in Britain must have been very surprised to hear that the language of Chaucer, of Shakespeare and of Milton must in future be regarded as an undesirable American import from which we have to protect ourselves if we are to build a new Europe. We can agree that the French own the supreme prose literature in Europe. Does he concede that the whole basis of the Maastricht treaty is the establishment of a European central bank which is staffed by bankers, independent of national Governments and national economic policies, and whose sole policy is the maintenance of price stability? I have continued to press for Security Council reform. But, reform involves two separate issues. One is that new members should be added, on a permanent or long-term basis, to give greater representation to parts of the world which have limited voice today. The other, perhaps even more important, is that all Council members, and especially the major powers who are permanent members, must accept the special responsibility that comes with their privilege.
